Minutes <br />Planning Commission <br />May 14, 1986 <br />indicated that the original conditions would remain except for <br />those recommended for changes in the current staff report. The <br />conditions which are suggested for change are those related to <br />the design of the project. Mr. Kephart discussed traffic and <br />felt some signalization between Bernal and Paseo Santa Cruz <br />should be included. He asked that the Planning Commission check <br />into this issue. He further asked that the height of the one <br />story buildings be limited to 20 feet at the parapet for those <br />structures which back up to the creek. The neighbors have <br />concern. He asked when the water loop would be completed. He <br />also asked if TSM conditions are applied to this development. He <br />felt they should be applied to this project just as they are to <br />the others. <br />Commissioner Innes asked about the low water pressure of he area <br />and asked if everything had been done to insure residents that <br />the water pressure will be maintained. Mr. Okamura responded <br />that a study was done by CDM specifically for the southern part <br />of town. <br />Ted C. Fairfield, Consulting Civil Engineer, Pleasanton, stated <br />that he represented Fromm on the original approval. There were <br />80+ conditions attached for a 1,500,000 sq. ft. building out. <br />Koll is not proposing to change that. Conditions that staff has <br />recommended are more to strengthen the ones which were imposed <br />upon the Fromm development. The only change is the design of the <br />buildings and the street layout which was approved with a minor <br />modification a year ago. In his opinion staff has taken the <br />right attitude -- it is not a new project, has not increased in <br />size, will not create more impact than originally discussed. <br />$5,500,000 was assessed to Fromm and assumed by Koll in the form <br />of an assessment district. Regarding traffic, Bernal Avenue was <br />widened, Valley Avenue was built and connected to Bernal Avenue. <br />The bridge was build in conjunction with Ponderosa's development <br />and there was additional cash contributed to the City. <br />Improvements for water have been completed. Commissioner Innes <br />asked how much money was spent on off-site improvements involved <br />with Fromm. Mr. Fairfield said approximately $6,000,000 <br />including cash out of pocket by Fromm. <br />Mr. Pogue followed up Mr. Fairfield's comments. He stated they <br />are not changing anything major. They were of the opinion they <br />were enhancing an approved project and was somewhat surprised by <br />the attitude that the entire project is an open issue. <br />The public hearing was closed. <br />Chairman Lindsey stated that the business park has already taken <br />care of the recreational park issue within itself. He would like <br />to know, however, as the project progresses how each of the sites <br />would affect the traffic in the area. Commissioner Wellman was <br />enthusiastic about the project. She agreed that for the case of <br />consistency that it would be helpful to require traffic studies <br />to aid in the decision-making process. Commissioner Hoyt agreed <br />with these comments but felt the park condition similar to <br />- 12 - <br />,.._ . __ . _ _ _ r <br />
