J. Jack Bras, Architect, 90 Mission Drive, represented the <br />vandenberghes. They have met with the Carriage Gardens and <br />Alisal Improvement groups since this matter was last heard. He <br />stated they also have 15 acres across the street from this site <br />which is for this same use. Concerns relate to traffic, <br />drainage, noise and trees. They have addressed them all and have <br />provided studies for each of the issues. Regarding visual <br />impacts, there would be only two homes on Carriage Drive that <br />would have a view of the building. The other houses would have a <br />filtered view through eucalyptus trees or are separated by a <br />knoll. Traffic impacts could be handled by having a no left turn <br />coming out of the property. The aesthetics of the building would <br />have to be debated. He reviewed the improvements which <br />would be required of them should they be allowed to develop this <br />property. The cost of improvements will be $1-1.5 million. They <br />supply more parking than is required by code with a 7.7% <br />footprint and 33% of the site being landscaped. <br />Commissioner Lindsey and the other commissioners discussed the <br />train trestle and other improvements required by the County. <br />Culverts and street improvements were also addressed. Chairman <br />Wilson asked how many feet of drainage would have to be <br />installed. Mr. Bras indicated it would be about 600 feet. <br />Milt Jones, 976 Happy Valley Road, represented the Alisal <br />Improvement Club. Mr. Jones presented a petition with nine names <br />against this proposal. Concerns were with the dangerous railroad <br />underpass, drainage, traffic, aesthetics and the <br />inappropriateness of a four story building on the site. <br />Dave Dogan, 307 Brianne, Carriage Gardens, presented pictures of <br />the site from his home. He presented a petition with 85 names on <br />it against the proposal. The petition reads as follows: <br />"1. A four-story building is not appropriate to, or <br />compatible with, the surrounding rural Pleasanton Ridge <br />area and residential environment. <br />2. The architecture described as "A reflective glass <br />building designed to make a statement for the property <br />owner' is not compatible with the surrounding area. <br />3. The facility plans to accommodate 283 automobiles which <br />would result in a serious safety hazard and a negative <br />traffic impact to the surrounding residential areas." <br />Commissioner Innes asked if the Carriage Garden group discussed <br />what they felt would be appropriate for the site. Mr. Dogan <br />indicated they have not come to a consensus. They do prefer a <br />structure not to exceed two stories. <br />Dick Kesterke, 6625 Amber Lane, indicated there are <br />houses on Carriage Lane which is why only two houses <br />impacts.
