Minutes <br />Planning Commission <br />2/12/86 <br />Chairman Wilson asked that status of Stoneridge Drive interchange <br />at the current time. Mr. Okamura stated that environmental <br />clearance must be completed by Caltrans and the Federal Highway <br />Administration. The environmental document will cover all three <br />interchanges. It is anticipated that there will be something <br />ready for submittal to Caltrans by the end of this month and the <br />Federal Highway Administration in several months. <br />Mr. Callahan stated that Stoneridge Drive Interchange was top <br />priority because of community benefit, but Hacienda Drive and <br />Hopyard Road are the arterials which effect Hacienda Business <br />Park. He felt that if the computer ever gets set up where it is <br />properly monitoring traffic, one would find Hacienda Business <br />Park trip generation would be less than everyone thinks, <br />especially with TSM in place, i.e., shuttle busses, etc. This <br />was found to be true at Lockheed and other areas. <br />Chairman Wilson then announced that all items starting with 6f on <br />the agenda would be continued to February 19, 1986, 7:OOpm, City <br />Hall Council Chambers because of the lateness of the hour at <br />which these items would be considered this evening. Mr. Swift <br />indicated that this continuance covers PUD-86-2, Reid/Meyers, <br />RZ-86-1, Code Amendment and PUD-81-28-3M, Pleasanton Station <br />Associates. <br />Regarding Condition 16a, Commissioner Lindsey said he would <br />support including the completion of Hacienda Drive only as there <br />are already mitigation measures regarding the LOS already in <br />place to Phase I. Commissioner Innes stated that regarding the <br />Hacienda Interchange vs Hacienda/Stoneridge Drive interchange <br />when he recommended the condition earlier it was with the <br />assumption that Stoneridge Drive would be completed before <br />Hacienda Interchange. Mr. Swift stated that these interchanges <br />will actually move simultaneously The recent study shows <br />Stoneridge Interchange completed in the Summer of 1988, Hacienda <br />underway early in 1988 and completed one year later. The current <br />plans are to build Stoneridge Interchange as quickly as possible. <br />Commissioner Innes asked how staff feels about Commissioner <br />Lindsey's request to delete the Stoneridge Interchange from 16a. <br />Mr. Swift preferred Stoneridge Drive because that is one of the <br />interchanges under review which could be affected in a negative <br />way. <br />Chairman Wilson clarified that 7,300,000 sq. ft. would be the <br />amount approved for both of the phases in that if any <br />intersection reaches LOS "D" that no more building permits could <br />be issued and require that 7.3 million sq. ft. cannot be issued <br />until such time as the construction of the Hacienda Interchange <br />commences. <br />Mr. Pat Flynn, Transportation Consultant, Smith, Gray <br />Consultants, brought with him the schedule of four freeway <br />interchanges; Hopyard Interchange: completion Fall 1988; <br />Stoneridge, Hacienda Drive, Santa Rita Road (considered as one <br />project) which is in the environmental process. Design of the <br />three interchanges is anticipated to be completed July-August <br />- 7 - <br />r _. <br />
