Minutes <br />Planning Commission. <br />2/12/86 <br />that the Industrial General Plan Review Committee's exact <br />recommendation should be added as a condition "no more <br />construction allowed than the combined projects than has already <br />been approved in the single development." Chairman Wilson then <br />asked staff if they agreed 16a should be deleted and that a new <br />condition 16b traffic mitigation measures (per developer) be <br />included. Mr. Swift said staff agrees with 16b but not change <br />16a. Mr. Swift said staff agrees with all but three of the <br />proposed changes of the developer. <br />Commissioner Lindsey then clarified that if 16a should be <br />modified to add what the Industrial General Plan REview Committee <br />recommended, "nothing in Phase II area can be developed until <br />Hacienda Interchange is constructed, which means AT&T could not <br />be approved tonight. <br />Commissioner Lindsey then asked if staff would modify 16a to say <br />"industrial General Plan review recommendations" should be added. <br />Mr. Swift stated that position of the Industrial General Plan <br />Review Committee said nothing in Phase II can be developed until <br />Hacienda Interchange is constructed. Brian Hoyt felt that <br />conditions of the Industrial General Plan's recommendations <br />should be put in on both Hacienda I and II allowing no more <br />construction in the combined projects than has already been <br />approved in the single project. Commissioner Innes said that <br />would be his Condition No. 33. Mr. Swift stated that staff has <br />no problem with making this a condition. Commissioner Innes said <br />he would like to see the 7.3 million sq. ft. approved in phase I <br />be held until such time as the Hacienda and Stoneridge <br />intersections are within 9 months of completion or all approvals <br />for them have been received. Chairman Wilson asked how one <br />determined a nine month completion date. Chairman Wilson said he <br />would prefer to see the restriction say 'start of construction' <br />with regard to the intersections completions. Commissioner Innes <br />stated he would like to see the caveat read "all of the approvals <br />as necessary are given". Mr. Swift explained the Hopyard <br />interchange improvements and that it was conceptually approved <br />but design and other forms of approval were not made at the same <br />time. <br />Mr. Callahan objected to the requirement of Stoneridge Drive <br />interchange being required as part of a restriction on Phase II. <br />He felt this type of requirement was not equitable in that this <br />particular interchange does not relate to Hacienda Business Park. <br />Chairman Wilson indicated that if staff agrees, Stoneridge Drive <br />interchange can be dropped as a requirement. Mr. Swift stated <br />staff does not agree with this as Stoneridge interchange is the <br />first one scheduled to built in the North Pleasanton Improvement <br />District. <br />Commissioner Lindsey stated that the critical element was <br />Hacienda Interchange. Commissioner Innes said it has been <br />assumed in many traffic studies that Stoneridge Drive interchange <br />would be completed before Hacienda Interchange was ever started. <br />- G - <br />__r _ <br />
