Minutes <br />Planning Commissior, <br />January 22, 1986 <br />AYES: Commissioners Hoyt, Innes, Michelotti, Wellman and <br />Vice Chairman Lindsey <br />NOES: None <br />ABSENT: Chairman Wilson <br />ABSTAIN: None <br />Resolution No. 2750 was entered and adopted recommending approval <br />of the Negative Declaration as motioned. <br />A motion was made by Commissioner Innes, seconded by Commissioner <br />Wellman that Case PUD-85-21 be recommended for approval subject <br />to the following: <br />la. That the buildable area on Parcel 9 shall be limited to that <br />northerly portion of the lot as shown on Exhibit A. <br />lb. That the area within the P.S.E. on Parcel 5 shall be a <br />landscape area to be maintained by the homeowners' <br />association. <br />lc. That the private driveway be redesigned to provide a flat <br />elevation, or slightly downward slope toward Neal Street, for <br />a distance of 40 feet from Neal Street in order to minimize <br />headlight glare into neighboring windows. <br />ld. That a retaining wall shall be constructed south of the 69 <br />inch diameter oak tree and adjacent to the access road as <br />shown on Exhibit A, subject to the review of the City <br />Engineer. <br />le. That no development, construction, grading, or other <br />improvements shall occur outside of the buildable area on <br />Parcel 9 without prior approval of the Planning Director, and <br />that the design of any residence/building on Parcel 9 shall <br />require design approval by the Planning Director prior to <br />issuance of building permits. <br />2 through 6 per the staff report. <br />7. That the storm drainage plan provide a diversion into the <br />existing channel westerly of the main access street, with <br />recapture at the westerly property line, said system to be <br />designed to provide a natural supply of natural storm <br />drainage water to the 69 inch diameter oak tree in accordance <br />with the recommendations for the tree's preservation found in <br />the tree report dated January 11, 1986, but that said <br />diversion be designed to not divert the lowest flows (in <br />order to avoid diverting summer watering and street oil, gas, <br />and other pollutants to the natural channel). <br />8 through 18 per the staff report. <br />19. That a deep moisture probe be installed within the drip line <br />area south of the 69 inch diameter oak tree and that a <br />shallow moisture probe be installed within the drip line area <br />north (shade) of the tree with a connection to an automatic <br />- 7 - <br />..
