Minutes <br />Planning Commission <br />October 22, 1986 <br />personally wrote the design guidelines and somehow how they got <br />approved much differently than what was written by him or <br />intended. They are in the process of redoing the design <br />guidelines and presenting them to the City for consideration. <br />Mr. Callahan strongly objected to the staff recommendations and <br />comments suggesting that an alternative use to the proposed post <br />office/retail complex would be preferable on this site because of <br />design and traffic considerations. Further, Mr. Callahan <br />indicated that plans were to have been delivered Monday morning, <br />but because of staff's recommendations, they were not delivered. <br />Chairman Lindsey asked if it would serve any purpose to continue <br />this matter. Mr. Callahan preferred that action be taken so the <br />items can go onto City Council for consideration. Chairman <br />Lindsey again stated he did not like getting material so late. <br />Commissioner Wellman asked if the Post Office site is approved if <br />it is still possible the Post Office would not go into the <br />facility. Mr. Callahan said this is so and in fact he would not <br />build a Post Office facility if it would not be used as such. He <br />would propose to put a block wall around the post office (Post <br />Office usually wants a 7' chainlink fence). Mr. Callahan <br />reviewed the other amenities proposed for Post Office use. <br />Jack Munson, Fee and Munson, presented an overview of the site, <br />the perspective for Mercedes Benz, and other exhibits relating to <br />their proposals. <br />Discussion ensued between Mr. Munson, Commissioners Michelotti <br />and Berger relating to visibility of cars, parking, location and <br />material of the rollup doors for Mercedes Benz. <br />Mr. Munson reviewed the location of the proposed Post Office. <br />Commissioner Michelotti asked how many square feet the Post <br />Office will occupy of the total square feet. Mr. Callahan <br />indicated they are proposed to occupy 4538 sq. ft. of the 16,000 <br />sq. ft. total. Mr. Callahan indicated he would expect a food <br />service use such as a delicatessen similar to Site 37 already in <br />existence. <br />David Gates, Landscape Architect, reviewed the Conditions <br />proposed for Site 51A taking issue with several of them. <br />Mr. Callahan disagreed with Conditions 1(a), (b), and (c) of page <br />13 of the staff report relating to the redesign of the Owens <br />Drive postal box turnout. He would be willing to come into the <br />30 foot P.S.E. and put paving for now. The Planning Commission <br />indicated that this might be okay. Mr. Swift rebutted indicating <br />that it is the intention of maintain a continuous theme for <br />Hacienda Business Park. Staff was lead to believe that the <br />primary importance of visibility from the freeway was that view <br />across the bulb of Owens to the actual showroom, not the service <br />area.
