Minutes <br />Planning Commission <br />August 26, 1987 <br />GP-87-4, Spotorno <br />Application of Alex Spotorno to amend the Land Use Element <br />designation of the General Plan from Public Health and Safety to <br />Low Density Residential for an approximately 160 acre site <br />located generally in the area northeast of the intersection of <br />Alisal Street and Happy valley Road. <br />Mr. Swift presented the staff report and stated that additional <br />letters received concerning this project have been attached to <br />the previous report for review. There is one letter distributed <br />this evening from the owners of the Lund Ranch who have no <br />problems with the proposed General Plan change as requested by <br />the applicant. <br />Chairman Lindsey asked if there was an alternative between Low <br />Density and Public Health and Safety. Mr. Swift stated that a <br />new classification was created in 1986 "Rural Density Residential <br />(1 unit/5 acres). That designation was applied to those areas <br />shown in light yellow color on the General Plan land use map. <br />The public hearing was opened. <br />Martin Inderbitzen, 62 West Neal Street, represented <br />Mr. Spotorno, the applicant. Mr. Inderbitzen stated that <br />Mr. Spotorno has no intention of developing the land as he is not <br />a land speculator. Mr. Spotorno and his family represent third <br />and fourth generation in the valley. They have owned this <br />property for 120 years. Formerly they also owned the Lund Ranch <br />property. They intend to keep living in the Happy Valley area <br />but want to protect the economics of the property. <br />Mr. Inderbitzen reviewed the history of the general plan land use <br />designation on the property of Public Health and Safety and Low <br />Density Residential. <br />Mr. Inderbitzen stated that this application has been continued <br />for some time to allow them to meet with the neighbors to review <br />their proposal. Mr. Inderbitzen reported that some of the <br />neighbors had no objections to Rural Density Residential, and <br />others objected to Low Density Residential. While notices had <br />been mailed to all neighbors, they have not met with them all. <br />Mr. Inderbitzen reported that the surrounding neighbors; i.e., <br />Lunds, Mortensons and Churches support Rural Density Residential, <br />the Rogues were unavailable. Mr. Inderbitzen distributed letters <br />in support of their application. <br />Commissioner Michelotti asked if there was any indication what <br />percentage of the property would fall into the 670' elevation <br />category. The applicant responded that there would be <br />approximately 50 acres. <br />Discussion then ensued regarding staff's recommendation, the 15 <br />acre portion of the Spotorno property which has been designated <br />Low Density Residential for many-many years and the effects of <br />Low Density Residential vs Rural Density Residential on the 145 <br />acre remaining portion. <br />-• 2 - <br /> <br />
