Minutes <br />Planning Commission <br />June 24, 1987 <br />Jim Balch, 14 Grey eagle Court, Lot 20, across from the subject <br />property, stated he has read and agrees with the staff <br />recommendation. Mr. Balch stated that it is intended to add a <br />cabana club and pool and this would be the reason for the change. <br />The pad location proposed is at 604 feet and his house sits at <br />602, therefore, he is two feet lower. Mr. Balch said the <br />residents had discussion with the Black's after the Planning <br />Commission meeting last year. There was an understanding and <br />workable solution reached with the Black's at that time and the <br />proposal was revised and approved by City Council. Mr. Balch <br />reviewed the discussions between Mr. Plummer and the applicants <br />at that time. Mr. Balch said they would very much like to work <br />with the Black's but it hasn't worked out. Commissioner <br />Michelotti asked if the design of the house is a problem. <br />Mr. Balch said he has no problem with the design of the house. <br />Chairman Lindsey then asked Mr. Balch if he would entertain <br />another compromise. Mr. Balch said he would not compromise <br />further. <br />Commissioner Michelotti asked if the original topographical map <br />had been correct would the outcome have been different. <br />Mr. Quaglia stated the significant change is the excavation of <br />the rear yard. Further to his knowledge the applicant has never <br />talked to the Fire Department concerning the required on-site <br />emergency vehicle turn around area. <br />Commissioner Mahern asked if there could be a motion to save the <br />tree. Commissioner Tarver stated there is a previous condition <br />on the project to save the free as well as to provide a Fire <br />department turnaround. <br />Mr. Balch pointed out that another pad would be necessary to add <br />a cabana club. Commissioner Michelotti then asked Mr. Balch if <br />he was opposed to a cabana club. Mr. Balch said he is opposed to <br />any building pad being moved. <br />Michael O'Callaghan, 8 Grey Eagle Court, commended the staff on <br />their report. Mr. O'Callaghan did not have a problem with the <br />design of the house. His concerns related to open space, views, <br />panorama looking at the hills from through windows in homes which <br />are already constructed. Mr. O'Callaghan stated that the pad <br />proposed is a buildable one, but not a desirable one. The <br />alternative to a house pad was a water reservoir and the <br />neighbors opted for a home site. Mr. O'Callaghan reported that <br />only after her application was denied by the planning Commission <br />did she attempt to negotiate with the neighbors. Further if no <br />homes were built in the area, there would not be a problem with <br />the location of the house as proposed, but all of the homes have <br />been designed and/or built with windows, etc. facing out on the <br />the proposed building pad and it is just not fair to the existing <br />homeowners to change everything now. Mr. O'Callaghan then <br />presented a letter from the Mendoncas, other homeowners in the <br />area, who urge denial of the proposal. <br />Tom Plummer, 5 Red Feather Court, said from a purely selfish <br />point of view he prefers the new plan because there will be less <br />-• 9 - <br />_.. r.___. _._._. _... ........ ._. _.__. ._...7_.. <br />
