Minutes <br />Planning Commission <br />June 24, 1987 <br />Chairman Lindsey referred to the three items listed relating to <br />Condition No. 1. Mr. Beougher indicated that these items have <br />already been included in the construction plans. Extensive <br />landscaping has already been addressed. There is a problem <br />because of lack of water on the site. Extensive irrigation for <br />planting will be necessary. <br />Commissioner Michelotti asked about the water. Mr. Leach <br />explained the lack of water because of the elevation of the tank. <br />Mr. Leach said they are planning a drip system with regard to <br />irrigation. The Commission then discussed landscaping and the <br />water pressure of the site. <br />Phyllis Cooper, 6525 Alisal Street, asked how the Lund property <br />would get water. Mr. Leach stated that the proposed reservoir is <br />one of a series of reservoirs which will provide water to the <br />entire City of Pleasanton. With hot weather and high usage, the <br />water level gets dangerously low. <br />Ms. Cooper asked if the water for the Lund property will come <br />from Mission Park, and how many access roads there will be. <br />Mr. Leach explained the pump stations and undergrounding. The <br />transmission lines will be underground. Ms. Cooper asked that <br />with the tennis courts how people will access them. Mr. Leach <br />indicted they would be accessed from the Lund ranch. Ms. Cooper <br />said the Happy Valley residents are trying to preserve the rural <br />area, and are always concerned with impacts of traffic and <br />density. Ms. Cooper then went on to talk about flooding of the <br />recent past and wanted assurance the reservoir would not add to <br />this potential problem. <br />Chairman Lindsey said he would like more input into this matter <br />before making a decision. <br />Mr. Beougher reported that the water pressure of the area is <br />dangerously low at the present time, and it is very important <br />that construction commence at the earliest time. If any more <br />time is lost an entire construction period will be lost. Ms. <br />Cooper then asked that the time be taken now to study the area to <br />avoid problems which have happened in other areas. <br />Chairman Lindsey felt the residents and City Engineer should meet <br />and discuss this matter between now and the time the City Council <br />considers this proposal. <br />Commissioner Tarver felt the City should go through the same <br />process as everyone else with regard to their applications. <br />Ron, a resident of 901 Sycamore, spoke with disappointment that <br />the Spotorno application was at the beginning of the agenda and <br />this item relating to the same areas is at the end. He spoke to <br />the floods of two years ago and urged consideration of this <br />factor when considering the subject application.
