Swift, Director of Planning and Community Development; Gary Leach, Assistant Director of Public Works; and Shirley McDougall, Recording Secretary APPROVAL OF MINUTES The Minutes of the March 25, 1987 and April 8, 1987 meetings were approved as submitted, with Commissioner Michelotti requesting the April 8, 1987 minutes changed to revise Page 2 Growth Management Policies, first paragraph, to read "With some 1500 units seeking growth management approval within the last six months under the present low income exemption program, it is becoming more and more difficult for her to consider these projects on their planning merit alone, knowing that the approval is an exemption. If the Council's intent of obtaining affordable housing is to do so as quickly as possible when the opportunity represents itself, then it should be so stated and the exemption policy clarified. Given her concerns she recommended that the City Council reconsider its current program regarding exemptions under the growth management policy and that clarification be made in the form of a General Plan amendment. If this is supported, she further recommended that a j-oint session between Council, Planning Commission and Staff be held prior to action being taken on current projects seeking a low income growth management exemption."
