Minutes <br />Planning Commission <br />April 8, 1987 <br />Dale Moffett, President, Northern Group, stated Charlie Abrams, <br />Traffic Consultant is also present to address the Commission if <br />desired. Mr. Moffett then also introduced his architect and <br />engineer. Mr. Moffett thanked staff for working with them over <br />the past several months. <br />Charles Delk, Architect, described the project, and its <br />amenities. Mr.Delk then presented a model showing the clustered <br />units, depicting the units to be "U-shaped" clusters around a <br />motor court. <br />Mr. Moffett said they have reviewed the staff report in detail <br />and agree with conditions as proposed as amended by the addendum. <br />The public hearing was closed. <br />Commissioner Tarver said he has no problems with the design of <br />the project and the location is good. Commissioner Tarver said <br />he does have a problem with how many exempt units can be approved <br />in the City and felt this issue needed to be resolved before <br />approving this project. The project is high in quality and <br />apparently affordable but, in his opinion, doesn't meet the <br />General Plan standards. <br />Commissioner Michelotti complimented the developer on the <br />project. Commissioner Michelotti felt the location, design and <br />of the project with its amenities to be a good one which has been <br />presented to the City under the current guidelines. Commissioner <br />Michelotti said she would like some figures on the Tri-Valley <br />area median income. Mr. Swift stated the project meets the goals <br />and policies in providing this type of product in Pleasanton. <br />The Planning Department is in the process of preparing an <br />information report to City Council regarding Growth Management <br />exemptions. <br />Commissioner Berger agreed that she also liked the design of the <br />project. She felt the location was appropriate for high density <br />residential housing. She had strong concerns with the guidelines <br />for affordable housing. She stated that this project has come to <br />the City for consideration under the present rules and should be <br />judged on that basis. She complimented the developer. <br />Commissioner Hoyt liked the design and location of the project <br />and indicated his support in the approval process. <br />Chairman Lindsey also supported this project. <br />The public hearing was closed. <br />A motion was made by Commissioner Michelotti, seconded by <br />Commissioner Berger to recommend approval of the negative <br />declaration prepared for Case PUD-81-30-39D inasmuch as project <br />approval would have an insignificant effect on the environment. <br />ROLL CALL VOTE <br />- 11 - <br />
