Minutes <br />Planning Commission <br />3/2/587 <br />Commissioner Innes asked if it is true 60% of the residents in <br />the development would work in Pleasanton. Mr. Callahan said they <br />are trying to have even a higher percentage than this, but at <br />this time they do not know. <br />Tom Wintch, Bissell and Karn, discussed the traffic report which <br />was prepared under his supervision. The technical Computer runs <br />were done by TJKM. Chris Kinzel advised Mr. Wintch of the <br />discrepancies between the base line information in their report <br />as compared to the traffic assumptions adopted by the City. <br />Commissioner Michelotti stated she had a real problem with <br />accepting assumptions and then having things added and assumed. <br />Mr. Wintch stated existing counts were used for Hopyward/Owens <br />mitigations in their report but did not take into consideration <br />the November 1986 counts. <br />Commissioner Innes asked about the Santa Rita Road/Rosewood Drive <br />intersection. Mr. Callahan said that there will be no traffic <br />stacking from this development at this intersection. <br />Chairman Lindsey asked Mr. Callahan if it is true the base line <br />in some instances in the traffic report are incorrect but that <br />the resulting assumptions are correct. Mr. Callahan answered <br />that there is an error in the base case, but the total projected <br />impacts are correct. Mr. Callahan reported that once the signal <br />control and monitoring system are fully connected and the loop <br />completed, there will be the ability to analyze the trip <br />generation. This is several years behind schedule. Commissioner <br />Michelotti asked how many loops have been connected. Mr. Swift <br />reviewed the intersections with the loop connections. <br />The public hearing was closed. <br />Commissioner Hoyt did not feel this project measures up to the <br />quality of the other projects approved in Pleasanton. <br />Commissioner Berger agreed with Commissioner Hoyt's comments and <br />had problems with the rent levels being proposed. The perception <br />is there will be low income rental units and in fact this will <br />not happen. Commissioner Berger also felt the project lacked <br />amenities. <br />Commissioner Michelotti did not see the project as badly <br />designed. There is some open space offered. The landscaping <br />looks better than would more parking. Commissioner Michelotti <br />did have concern with Growth Management approval for affordable <br />units however. <br />Commissioner Innes was surprised to learn that low income set <br />aside did not give the desired benefit. Commissioner Innes <br />indicated he could not support this project. <br />Chairman Lindsey felt strongly a project like this one is needed <br />in the City, and the market place will dictate the rate of <br />- 9 - <br />
