Minutes <br />Planning Commission <br />3/2/587 <br />Charles Salter, Acoustical Engineer, 930 Montgomery Street, San <br />Francisco, presented a one page summary. Mr. Salter reviewed the <br />criteria for measuring a single event. Mr. Salter suggested the <br />ALUC report was in error and strongly recommended that the City <br />keep in mind the Noise Element of the General Plan and use the <br />criteria set out therein. Helicopter trips would be a maximum of <br />35 trips per month. He suggested this would be a single event <br />likened to a noise level generated from cars, trucks, <br />motorcycles, etc. <br />Commissioner Michelotti asked about the traffic pattern of the <br />helicopter. Mr. Salter reviewed Figure 2 of the report. <br />Commissioner Innes and staff then discussed flight patterns <br />across the Meadows. Mr. Swift explained that the apartments near <br />the Fire Station would be in the flight pattern although some <br />noise could probably be heard in the Meadows. <br />Mr. Callahan asked that Condition No. 3 be struck because it is <br />totally inappropriate. He asked that nothing more be added to <br />the requirements of the General Plan. <br />Commissioner Innes asked if there would be light rail at any <br />future time and if so would it have an impact. Mr. Callahan <br />responded that they have done a study on the San Diego Trolley <br />and because of the hard rubber wheels, noise was at an <br />insignificant level. Mr. Callahan explained that they have given <br />Alameda County Transportation a permanent easement and can't get <br />their cooperation in gaining use of this property for this <br />project. As to quality. Mr. Callahan felt this is one of the <br />nicest projects done in Pleasanton with only 42% of the site <br />actually being used. Mr. Callahan then made comparisons to Regis <br />and Prometheus developments with that of Trammell Crow. <br />Commissioner Innes said this project is coming in around 28 units <br />per acre, yet the prices quoted are comparative with other <br />projects of less density. Mr. Callahan compared the subject <br />project to EVH which was 16/17 units per acre and Trammell's <br />rents will be in the $656 range for the smaller units. In his <br />opinion, the market would probably be 87/88 cents per foot. Mr. <br />Callahan hopes everyone will have to scramble to rent all units <br />making all units competitive in rental price. <br />Commissioner Mahern said the low income set aside units would <br />still be high in cost. Mr. Swift reported that the figures for <br />low income in the Tri-Valley for 1986 will probably come in at <br />the fair market rate. Commissioner Innes felt the new figures <br />for low rent don't count for much any more. Mr. Callahan said he <br />couldn't speak for Mr. Bunch but he would like to create small <br />enough units get the rental rates down. <br />Chairman Lindsey was concerned with affordable rental units but <br />felt this project could not be judged relative to this <br />requirement, and felt the more units that are approved in the <br />City the more likely rental costs will decrease. <br />- 7 - <br />
