January 28, 1986 <br />Planning Commission Minutes <br />The public hearing was opened. <br />Kent Hallen, Santa Anita Development, 1851 Heritage Lane, <br />Sacramento, introduced his consultants who would be making <br />presentations at this meeting. Mr. Hallen then gave a background <br />of Santa Anita Development stating that they have done 250 <br />shopping centers over 28 years. Mr. Hallen stated their shopping <br />center will commence construction no earlier than Spring of 1988 <br />with completion in Spring of 1989 for the first phase. Their <br />tenants will be a market-drug store combination. The balance is <br />to be built out as business increases which would probably be <br />1990. <br />Dave Reicher, SGPA Planning and Architecture, stated they have <br />designed many shopping centers for Santa Anita. The most recent <br />is Danville Livery and Mercantile. Mr. Reicher then presented <br />site and elevation plans. Their business is automobile oriented <br />vs pedestrian oriented and most people would arrive by car. He <br />then explained the future signalization of the City streets in <br />the area. Regarding traffic, they have worked with staff who <br />indicated the left-turn out was too close to the entrance and <br />they agree to make this change. They would ask to reserve the <br />right to work with staff to come up with an alternative that <br />might be acceptable to everyone. Mr. Reicher then reviewed the <br />signing program and asked that they be allowed to work with staff <br />concerning Condition 5(e). They would also like to work with <br />staff on the landscaping. The locations of the pads as shown on <br />the plans are examples only. When they get specific users they <br />will work out the details and precise plans. <br />Commissioner Michelotti asked if the landscaping on Bernal is to <br />be completed, Mr. Reicher stated that the landscaping will be <br />complete across the front to the depth of the parking during the <br />first phase. <br />Commissioner Innes asked the architect if it is their intent to <br />use the same architecture in their second phase. Mr. Reicher <br />explained that they would keep the same architecture regardless <br />of the tenant. <br />Mr. Kent Hallen stated they would be putting in all of the <br />street improvements on Bernal Avenue in the first phase of <br />development which would be started in the Spring of 1988 and <br />completed in Spring of 1989. Mr. Hallen then went on to explain <br />the trade area which roughly consists of a two-mile ring. It has <br />been determined that they will be serving probably 49,000 people <br />in the trade area and then eventually up to 74,000 people <br />including Livermore and surrounding areas. Mr. Hallen said they <br />would not build the center if they didn't have a major tenant. <br />They would prelease 40% of it before it is built. <br />Brad Hirst, 2456 Minivet Court, stated that staff has done a good <br />job in addressing the issues. Mr. Hirst maintained that retail <br />uses are needed in the area. Use of a similar nature have been <br />approved on the nearby Madden property which is in this same <br />area. Mr. Hirst felt this property is better suited to the uses <br />- 3 - <br />
