MINUTES <br />PLANNING COMMISSION WORKSHOP <br />Pleasanton, California <br />City Manager's Conference Room <br />123 Main Street <br />Wednesday, August 24, 1988 <br />7:OOpm <br />CALL TO ORDER <br />The Planning Commission Work Session was called to order at 7:OOpm <br />by Chairperson Sharrell Michelotti. <br />ROLL CALL <br />Commissioners Present: Joyce Berger, Brian Hoyt, Jack Hovingh, <br />Marcelline Mahern, Ben Tarver, and <br />Sharrell Michelotti, Chairman <br />Commissioner Absent: None <br />Staff Members Present: Brian W. Swift, Director of Planning and <br />Community Development; and Chandler Lee, <br />Principal Planner <br />Chairman Michelotti called the meeting to order. <br />The Planning Commission discussed the Redevelopment Plan and EIR, <br />which they will review shortly. Discussion centered around <br />the process as to review of proposed Redevelopment Plan. <br />The Planning Commission then discussed with staff the levels of <br />information and types of conditions which could be applied and <br />which would be appropriate at each stage of project development. <br />The Planning Commission discussed in general the public hearing <br />process procedural requirements including the Brown Act <br />requirements, Parliamentary Procedures the Planning Commission <br />uses. The Planning Commission discussed ways to run their <br />meetings to maximum the information they gain from applicants and <br />the public while minimizing "argument" taking place between the <br />Planning Commission and public. <br />The Planning Commission then reviewed with staff various aspects <br />of regulations governing their decision-making process including <br />viable basis for decision making (focussing on due process and the <br />difference between legislative and quasi-judicial acts, <br />limitations on their ability to make decisions (eg vested <br />interests such as development agreements, vested tentative maps, <br />the limitations on and their ability to attach conditions), the <br />requirements for making findings on certain actions. <br />
