Shirley Lauer, 2221 Martin, stated she did not feel that pushing
the fence on Lot 7 back would make that much difference if the
area were properly landscaped. She was opposed to wood fences
and felt a compromise should be made. She favored more shrubs
and a cyclone fence covered with bushes. She said she had no
answer as to exactly where the fences should be.
Gary Johnson, 3611 Cameron Road, felt that people in the newer
homes have compromised. He felt the iD' setback would be okay
for landscaping and preferred art open look in the landscaping.
He stated the petition was not clear on what was wanted and
stated that he preferred the iQ' setback.
Harold Thacker, 1922 Martin, Lot 15, stated he was opposed to
moving his fence if he was required to. He said he was opposed
to maintaining a 25` setback.
The applicant returned but had no comments.
The public hearing was closed.
Commissioner Tarver stated he would like to give the property
owners the ability to move their fences and give staff and
Design Review Hoard the capability of looking at those fences to
see how they fit into the general plan along with landscaping so
as to protect everyone's interest.
Commissioner Mahern said she still objected to the wooden fences
but that was not the issue at this point. She supported staff's
recommendation that allowed the applicant to modify the
setbacks, put it at id' and have landscape plans so some control
could be had regarding landscaping.
Commissioner Tarver added to his comments that he wished for
staff to look at both the fence design and the landscaping.
Commissioner Herger felt that a 25' setback was best. She would
prefer a modification that would require the Design Review Hoard
or the Planning Director approvals for anything closer than 25'
with a fence and landscape plan and a maintenance agreement.
She stated she supported Option 3 which allowed for individual
review of fence and landscape plan.
Commissioner Hayt said he supports a iD' setback. He would give
homeowners the option for planning for the landscaping and felt
they should be allowed to work with staff on that issue.
Chairman Michelotti said she felt the homeowners should be given
the proper inf ormation at the proper time. At this time she
supports a case by case review regarding fence and landscape.
A motion was made by Commissioner Herger, seconded by
Commissioner Tarver recommending adoption of Option 3 of the
staff report which allows for individual review by the Design
Page H
