The Board acknowledged this continuance.
MATTERS INITIATED BY COMMISSION MEMBERS
---------------------------------------
Consideration of initiating a change to the Municipal Code to
allow daycare facilities in CRtm) and CRIp) zoning districts.
Chairman Michelotti stated that Ms. Briones had contacted her
regarding the issue of having a daycare center at the Stoneridge
Mall which could be used by shopping parents. She felt it was
an excellent idea as did the other Commissioners. With the
agreement of the Commissioners, she directed staff to initiate a
change to the Municipal Cade allowing for daycare facilities in
the CRtm) and CR(p) districts.
Commissioner Berger asked Mr . Swift for a follow-up regarding
the large painted signs at the BMW dealership. Mr. Swift
explained they have checked into this and that the Ordinance
Code does not address those kinds of window signs in enough
detail in order for staff to take action. The code would have
to be modified in order for that kind of window sign to be
precluded. Commissioner Berger asked if staff could come back
with some proposed language. Mr. Swift agreed that he could.
Commissioner Berger stated she felt too much time had to be
spent on signage programs and would like to see some changes
made so more time could be spent on some of the major
developments that come before the Commission. Mr. Swift
explained that most major signage programs are handled
administratively once the Board has approved an overall master
plan f or signage. That doesn't apply in the downtown area or a
few other areas where it must be done on a case-by-case basis.
The Cade does set forth what comes before the Design Review
Board. The downtown signage ordinance specifically
contemplated the Design Review Board relinquishing some of their
authority t^ staff once guidelines were set as to what would be
appropriate. That has not happened yet, but this could be
worked on so that staff is comfortable that they know what the
Design Review Board actually wants in a signage program.
Chairman Michelotti asked Mr. Swift to look into the possibilty
of expediting the process.
OLD BUSINESS - Public Hearings
----------------------------
UP_-99_-171_Chaeman
Application of Warren and Donna Chapman for a conditional use
permit to operate a bar/restaurant where liquor is proposed to
be served after 1 O: +DO~ pm to be 1 ocated at 725 Mai n Street .
Zoning for the property is C-C (Central Commercial ) District.
Page 2
