b. City-Wide Temporary Subdivision Signs - Arrow Sign <br />The public hearing was opened. <br />F~;aren Shea, 417 Lano Street, San Jose, represented Arrow Graphic <br />Sign Company. Arrow Graphics has submitted a request to amend <br />the City's sign ordinance to allow weekend use of paper, <br />stick-in-the-ground signs to promote available residential <br />projects throughout the City. They are requesting a total of ~5 <br />signs would be permitted to be posted for each project each <br />wee~::end. She said the sign company is trying to clean up the <br />sign industry by abiding by the regulations. <br />Commissioner Hovingh commented that he felt imposed fines would <br />be an effective way of controlling offenders. He also felt that <br />tl'~e requested iJ signs was too much. <br />Ms. Shea said she has counted at least 4t) signs up at one time. <br />Commissioner Hovingh was not in favor of the requested <br />amendment, and added that he did not like signs in his <br />subdivision. <br />Commissioner Tarver felt the signs were intrusive and that fines <br />could possibly solve the problems. <br />Ms. Shea said that other cities have fined offenders and put <br />them ir-t jail, but this has not salved the problem. <br />Chairman Michelotti said she felt it would be best to rely on <br />staff to prepare an analysis and report back. She thanked the <br />applicant far her input. <br />k;athy Duschene, Project Manager of Valley Plaia, stated that she <br />felt their apartment complex was adversely affected by the sign <br />regulations. She felt it was not fair for new projects such as <br />Hacienda Gardens to nave huge banners, while established <br />projects such as hers can only have fixed signage. She felt the <br />enforcement code on temporary signs should be re•~iewed and <br />better enforced. <br />Cosritnissioner Hovingh asked why she does not rely on paper <br />advertising. Ms. Duschene responded that most people find <br />apartments by driving around. She felt her hands were tied <br />because of new regulations for established businesses. She was <br />distressed because Hacienda Gardens banners were still up after <br />the 5'G day period. <br />Commissioner Tarver said he understood her paint of view. He <br />felt the City must do something drastic about fining offenders. <br />Mr. Quaglia said he would work with Ms. Duschene regarding <br />signage for 'Jalley Playa. <br />Page 11 <br />
