Thurman Caudill, a 46-year resident, Lgave no address) said it <br />appeared that the map has been changed from Bernal Avenue to <br />Stanley Boulevard and Rose Avenue. He asked Mr. Lee if the <br />boundaries had been changed. Mr. Lee and the Commission assured <br />Mr. Caudill that the boundaries have not been changed in a <br />number of years. <br />Mr. Caudill thought the Development Flan was not necessary in <br />Pleasanton and that there was no blight in downtown. He did not <br />approved of another layer of government. <br />Mike Clauser, 582 San Miguel Court, Vice President of the <br />Downtown Association, stated that the Association endorses the <br />Specific Flan with one exception: Regarding "Ground Floor <br />Retail Only Policy" under Strategy 2d - They wished for the <br />sentence beginning with "Intrusion" be changed to something such <br />as, Acceptance of non-retail uses in the ground floor spaces on <br />Main "Street should be discouraged. This can be achieved by <br />encouraging alI owners of ground fluor spaces to recruit retail <br />tenants." Then they wished to delete the rest of that <br />paragraph. <br />Mr. Lee said he has discussed the request of the Downtown <br />Association with them and feels that it has been worked out. <br />Commissioner Hovingh felt it was important that the Specific <br />Flan and the Redevelopment Plan be approved. <br />Gene Finch, 15 Deer Oaks, stated he owns a number of properties <br />downtown. He said he strongly recommends adoption of the <br />Specific Flan and the Redevelopment Plan. <br />The public hearing was closed. <br />DISCUSSION_DF_THE_SPECIFIC_PLAN <br />Commissioner Mahern said she felt the staff did a good job with <br />what they were trying tv accomplish in regard to the <br />prioritising of the parking lots and the option to avoid <br />displacement of existing residents. She also felt they had met <br />the concerns of the Chamber of Commerce and Downtown Association <br />in regard to first floor retail users, and the Arroyo Del Valle <br />improvements. <br />Commissioner Tarver felt that even though it may be necessary in <br />the future, he was not in favor of a Del Valle, Bernal or Sunol <br />extension at this time. <br />Commissioner Hovingh discussed with Commissioner Tarver and <br />Commissioner Hoyt the 5uno1, Bernal, Del Valle undercrossings, <br />stating that he felt there was enough flexibility in the <br />proposed plan to make it viable. <br />Commissioner Mahern had reservations about the Del Valle <br />extension but thought it could be kept in the plan. <br />Page B <br />
