SP-_89=is_City_of_Pleasanton <br />Application of the City of Pleasanton to adopt a Specific Plan <br />for the Downtown Pleasanton area including land use, <br />circulation, parking and design policies and improvements <br />encompassing an area generally bounded by Hernal Avenue, First <br />Street, Stanley Boulevard, Rose Avenue, and Pleasanton Avenue. <br />Rev_iew_and_recommendation_to Pleasanton_Community <br />Development Agency concerning proposed Redevelopment Plan and <br />Draft Environmental Impact Report. The Redevelopment plan <br />involves X53 million of public improvements within a 395 acre <br />area surrounding Downtown Pleasanton. <br />Chairman Michelotti said the two applications would be treated <br />as one. She stepped down because of possible conflict of <br />interest and Commissioner Hoyt was Acting Chairman. <br />Mr. Lee presented the staff report updating the Commission on <br />the revisions they recommended at the last meeting regarding <br />parking, disposal of owner-occupied property, improvements to <br />the Arroyo del Valle, and ground floor retail policy. He said <br />staff has come back with recommendations as explained in the <br />staff report. He added that the Commission does not have to <br />adopt these recommendations, but can give conceptual approval. <br />He recommended that the Commission discuss the revisions to the <br />Specific Plan as proposed in the staff report and if they <br />support it as revised, staff will return with the necessary <br />resolutions, findings and documentation at the November 9 <br />meeting at which time they can take action. <br />Commissioner Mahern discussed with Mr. Lee the Options to Avoid <br />Displacement of Existing Residents. She asked if it would be <br />Mr. Lee's contention that block #27 and 20 would not be used. <br />Mr. Lee said it appears that the City could postpone parking <br />activities at the locations currently occupied by these two <br />homes. He said staff is recommending that the Commission amend <br />the Specific Plan to include a policy which would postpone <br />parking lot construction in these two locations where existing <br />residential owner occupants wish to reside until they choose to <br />sell or vacate. <br />Commissioner Hoyt asked if that applied to Mr. Rathbone's <br />property. Mr. Lee said it did. <br />The public hearing was opened. <br />Stanley Rathbone, 325 Ray Street, stated he thought it was not <br />necessary to construct more parking lots as existing ones are <br />not completely filled at the present time. He felt that his <br />property would be worth up to ~2 million and that the City would <br />never be able to afford it. He aisa requested a copy of staff <br />report - 6H. <br />Page 7 <br />
