Commissioner Mahern noted that pedestrian-oriented and window <br />signs are not greatly utilised and felt they could be <br />encouraged. <br />Commissioner Hovingh f elt that pedestrian-oriented signs should <br />be much smaller than auto-oriented signs. <br />Commissioner Mahern thought that pedestrian-oriented signs could <br />be encouraged by not including those in the total allowed <br />signage for a business. <br />Mr. Swift suggested that the Commission again review the staff <br />report and then talk with staff. <br />Commissioner Mahern felt that perpendicular window signs should <br />not be included in the total allowed signage. <br />Commissioner Hovingh said there would need to be some ruling on <br />that. <br />Commissioner Mahern said that another issue raised at the <br />meeting was that a time Iimit should be set to have downtown <br />merchants conform to the ordinance. They had talked about a <br />period of four years. She said she personally did not favor <br />that, but it was discussed. <br />Mr. Swift said it is difficult to set a time period #or <br />conformance. It might be better to allow staff to work more <br />diligently to have new signs conform. <br />Commissioner Mahern suggested that a new business might have 3D <br />days or so to conform. She felt a new tenant might be misled <br />when they move into an existing business and not be aware of the <br />need to conform to signage. She felt a time limit might be put <br />on new tenants. <br />Commissioner Hovingh said he would like to see a limit on signs <br />specifying products, such as a particular brand. <br />Commissioner Mahern said some at the meeting favored <br />free-standing signs such as the one at Hacienda Del Sol. <br />Commissioner Mahern agreed with the staff report regarding <br />parking signage. <br />Chairman Michelotti said she has a problem with temporary <br />signage such as sales that continue indefinitely. Shy felt that <br />it cluttered up the downtown. <br />Commissioner Hovingh stated hr dislikes flags and banners unless <br />they are advert.~sing specific international products or foods. <br />He felt they should be treated with respect as is the U. S. flag. <br />Chairman Michelotti stated she liked some flags such as at the <br />Cheese Factory and felt they were appropriate and colorful. She <br />would like to see flowers and patted plants downtown. <br />Page <br />
