for Downtown Pleasanton encompassing land use, circulation, <br />parking, and design policies and improvements within a 4D block <br />area bounded by Bernal Avenue, First Street, Stanley Boulevard, <br />Rose Avenue and Pleasanton Avenue. <br />Chairman Michelotti stepped down; Commissioner Hoyt acted as <br />Chairman. He stated that as there are only three members of the <br />Commission present tonight public testimony would be taken, but <br />no action by the Commission. It will be continued until October <br />~b- <br />The public hearing was opened. <br />No one responded. <br />The public hearing was closed. <br />Commissioner Mahern asked Mr. Lee if this is the time to <br />prioritise about parking. Mr. Lee said the Commission could <br />state any priorities they{ feel are important, or they can make <br />any suggestions regarding any parking lot. He added that their <br />suggestions would assist staff. <br />Commissioner Mahern said she was very concerned about the <br />justification of taking property such as Mr. Rathbone's for <br />public use. Mr. Lee said that this is a ~O or 3~i year plan and <br />as of today there is no demand far a parking lot on <br />Mr. F:athbone's property and may not come to pass for at least ~v <br />years. The reason his propert•{ is listed is because it assumes <br />increased use of the Cheese Factory if the establishment is <br />enlarged. Until that time increased parking would not be <br />needed. <br />Commissioner Mahern commented about Mr. Pico's remarks about low <br />income housing and asked Mr. Lee where that is addressed. <br />Mr. Lee said that is addressed in the Redevelopment Plan, not <br />the Specific Plan being discussed now. Redevelopment law <br />requires cities to set aside ~C);! for 1 ow i ncome housing . I t <br />does not require the city to identify those sites and staff does <br />not recommend that the Commission do that. <br />Commissioner Mahern asked Mr. Lee to explain the difference <br />regarding previous comments of the 3S5 acres versus the 5~g <br />acres. Mr. Lee said the 3B~ acres is privately owned land and <br />the J2Ca acres is public right-of-way and publicly owned land, <br />such as the Corporation Yard, the t~eterans Hall, and the Museum. <br />Commissioner Hoyt expressed his support far the idea of <br />developing the Arroyo downtown. He felt that would be a great <br />asset and keep it from being further neglected. Mr. Lee said <br />they are looking into the possibility of developing the Arroyo <br />somewhat like the one at San Antonio, Texas or San Luis Obispo. <br />Commissioner Hoyt asked Mr. Lee to comment regarding the monies <br />F'age 9 <br />
