UP-88-27. Pacific Coast Ministries <br />Application of Pacific Coast Ministries for a conditional use <br />permit to operate a church within an existing light <br />industrial/warehouse building located at 7116 Johnson Drive. <br />Zoning for the property is I-G-40,000 (General Industrial) <br />District. <br />Mr. Quaglia presented the staff report recommending approval of <br />this application. <br />Commissioner Mahern asked what kind of authority for parking <br />would be required. Mr. Quaglia stated a recorded reciprocal <br />easement would suffice. <br />Commissioner Hovingh asked if the neighboring businesses could <br />authorize a parking easement. Mr. Quaglia stated that the <br />adjacent property owners would have to sign such an easement. <br />Commissioner Tarver asked the definition of "long term." <br />Mr. Quaglia stated that 15 years was recommended by the City <br />Attorney. <br />Chairman Michelotti stated it would be difficult to enforce a <br />parking easement which was limited to certain times of the day. <br />Mr. Quaglia stated it would be to the applicant's benefit to <br />represent to the adjacent property owners the hours they intend <br />to use reciprocal parking. <br />The public hearing was opened. <br />Reverend John Merritt, Crosswinds Church (formerly Pacific Coast <br />Ministries), urged approval of their application. They have <br />looked at schools, hotels, offices, etc. for a place to meet. <br />Reverend Merritt stated it is no surprise to him that property <br />owners don't want to give easements without heavy compensation in <br />return. Reverend Merritt presented a letter welcoming their <br />congregation from both Kavanaugh and Audi. They have received <br />verbal permission from Carol Munson who owns the building just <br />behind them (23 parking spaces). Totally, they have received <br />written and verbal approval to use 148 parking spaces (the Code <br />requires 60) according to Reverend Merritt. Since the area is <br />non residential, there will be no problem with regard to parking <br />with homeowners. They intend to provide a facility available for <br />young people. They will post 'no parking' signs in appropriate <br />places for their parishioners. <br />-6- <br />
