^ The 34 golf course homes would generate 340 trips per day <br />^ Any development on Lot 98 that allowed the 3 homes fronting on Alisal to use that street <br />instead of the bypass road would reduce total traffic on the bypass road by 30 trips per day <br />These standards and assumptions are used below to develop total trips generated by each option. <br />The options on which the Committee voted follow: <br />^ Option 1: "fhe HVBRC recommends the bypass road alignment that runs along the western <br />edge of AI Spotorno~s property and connects with Sycamore C reek Way on the north and <br />Westbridge on the south. ("fhis option is intentionally silent on housing density and on <br />potential traffic impacts.) <br />Option 2: "f he HVBRC recommends the bypass road alignment that runs along the western <br />edge of Al Spotorno's property and connects with Sycamore Creek Way on the north and <br />Westbridge on the south. The Committee further recommends that the City allow no <br />development of Lot 98 beyond what is permitted in the Happy Valley Specific Plan, and <br />negotiate Mr. Sportorno's donation of the property for the road and appropriate cost-sharing <br />between him (and/or the land dcvcloper) and the City for the road construction. <br />Additional traffic impacts would br. <br />a) 16 homes (160-30) plus golf course traftic (64 ~) plus golf course Iwmes (340) <br />11 13 trips; <br />b) 22 homes (220-30) plus golf course traftic (643) plus golf course homes (340) - <br />1 173 trips. <br />• Option 3: The HVBRC recommends the Bypass Road alignment that runs along the western <br />edge of Al Spotonlo's property and connects with Sycamore Creek Way on the north and <br />Westbridge on the south. The Committee further reconunends that the City allow <br />development of Lot 98 to a maxinnun of 1 home per acre or 33 homes total (3 of which <br />would access Alisal) in exchange for Mr. Sportorno's donation of the property for the road <br />and appropriate cost-sharing between him (and/or the land dcvcloper) and the City for the <br />road construction. <br />Additional traffic impacts would he: 33 homes (330-30) plus golf course traftic (643) plus <br />golf course homes (340) = 1283 trips. <br />^ Option -t: The HVBRC recommends the Bypass Road alignment that runs along the western <br />edge of Al Spotorno's property and connects with Sycamore Creek Way on the north and <br />Westbridge on the south. The Committee further recommends that the City allow <br />development of Lot 98 with 1 home per acre along Alisal (all 3 of which would access <br />Alisal) and 1 home per % acre for the remainder or 63 homes total in exchange for Mr. <br />Sportorno"s donation of the property for the road and appropriate cost-sharing between him <br />(and/or the land dcvcloper) and the City for the road construction. <br />Happy Valley Blue Ribbon Committee Page 5 <br />February 6, 2007 <br />
