Highlights of the meetings are described in this report; copies of meeting agendas and minutes are <br />attached for more detail (sec Attachments 1-6). <br />the Icvel of community involvement in the meetings was high. Between 15 and 2U members of the <br />public attended the meetings in June, July and August_ Two meetings were held in September and <br />they attracted greater numbers the meeting on September 38 had approximately 7j attendees. The <br />final meeting was held on November 9, ?006, with approximately ?5 attendees. <br />HAPPY VALLEY BLUE RIBBON COMMITTEE ACTIVITIES AND <br />RECOMMENDATION <br />June Meeting <br />The June meeting focused on reviewing information related to previous activities associated with the <br />golf course and bypass road with the intent of developing a common foundation of information. In <br />addition, the C onunittee requested a presentation by Pat Costanzo of Grecnbriar I Iomes, concerning <br />Greenbriars proposal for development of Lot 98 (the parcel owned by the Sportono family located <br />north of Faith Chapel Church and also known as "Spotorno Flaf') and associated bypass road (see <br />Attachment 7). The Committee began to discuss the bypass road alignment in connection with the <br />housing density proposed as part of the project Staff reminded the Committee that housin~~ density <br />was beyond the scope of their assignment Several Committee members asserted that since paying <br />for the road was likely to be associated with the housing development, they felt strongly the need to <br />be able to discuss both. Staff agreed to discuss the issue with the City Manager and report back. <br />July Meeting <br />At the July meeting staff reported that the City Manager had agreed to allow the Committee to <br />broaden its scope to include consideration of the housing development since there was a desire to do <br />so by the Committee. The Committee then moved on to review the seven bypass road alignments <br />previously considered by a past committee and City staff in ?003 (see Attachment 4). Atter <br />reviewing these seven options, the Committee eliminated all but one-the connection of Clubhouse <br />Drive to Highway 8~4. "fhe Committee asked that a revised map showing this option and the <br />Grecnbriar alignment be presented at the next meeting. <br />August Meeting <br />At the August meeting, the requested map was presented and additional discussion occurred. the <br />Committee eliminated the connection of Clubhouse llrive to I Iighway 84 from Further discussion, <br />and refined the options for further consideration to include these three: <br />^ Maintenance of the status quo no bypass road and no increased density on Spotorno's <br />land beyond that already permitted by the Happy Valley Specific Plan. <br />^ Grecnbriar bypass road alignment <br />^ The upper bypass road shown in the Happy Valley Specific Plan <br />In addition, the Committee identified a number of design elements (e.g., density on Lot 98, building <br />height, etc.) and asked that a spreadsheet be developed to relate the design elements to the three <br />options so that a consensus could begin to be developed at the nest meeting. <br />Happy Valley Blue Ribbon Committee Page 3 <br />February 6, 2007 <br />
