SUMMARY <br />The Happy Valley Bfue Ribbon Committee was established by the City Council on June 6, 2006 and <br />asked to develop options and, if possible. present a recommendation to the City Council for a bypass <br />road alignment that would serve the Callippe Preserve Golf Course and the adjacent residential <br />development "fhe Committee began meeting later that month and concluded their activities in <br />November 2006. Over the course of their work. the Committee members discussed previously <br />considered bypass road alignments including the bypass road alignment shown in the I Iappy Valley <br />Specific Plan, reviewed proposed plans fbr a new development on the parcel of land known as Sportorno <br />Flat, and ultimately reached majority agreement on a recommendation for a bypass road alignment. <br />City of Pleasanton staff who were involved in preparing information for the Committee and coordinating <br />the meetings included then Administrative Services Director Loric Tinfow, Traffic Engineer Mike <br />Tassano, and Management Analyst Debra Farmer. Alameda County staff Art Carrera also attended the <br />meetings. <br />BACKGROUND <br />hi concert with the opening of Callippe Preserve Golf Course in November 2005, some Happy Valley <br />residents once again urged the City to construct the bypass road to handle the attendant traffic as <br />specitied in the Happy Valley Specific Plan (HVSP). However, the actual road alignment described in <br />the HVSP had been deemed infeasible by the property owner on whose laud the road would he built and <br />as a result the City has been left without a clearly viable alignment for the roadway. <br />In response, Council directed staff at its meeting on March 21, 2006, to convene a blue ribbon <br />committee focused on developing bypass road alignment options. In response to that action, staff held a <br />community meeting on May 9 to identity residcnts interested in volunteering to serve as committee <br />u~embers. On June 6, the list of volunteers was presented to the City Council along with a strategy to <br />assemble the group. The Council established the I Iappy Valley Bluc Ribbon Committee (1 NBRC) and <br />tasked the Committee with developing bypass road alignments and, if possible, making a <br />recommendation to the City Council for an alignment fbr further City consideration.
