Mike stated that the Institute of Traflic F~'n~ainecrin« <br />compiles those statistics all over the Ci.S. Mike agreed to provide that data. Janet <br />(audience) asked if the traftie department has considered installing a speed check <br />device to help drivers control their speeds. Mike stated that ~~~as an cffectice tool and <br />the City would consider a number of resources and tools for traffic calmin~~. The <br />traffic calmin~~ process is separate from this committrc~s ~tiork and is resident driven. <br />4. Discussion of Committee ~~alkin~~ the path(s) ofta~~ proposed h~~pass road(s) <br />I.orie Tinlu~~ csplained that the I3ro«n Act saes that any coordinated walk would <br />have to lie considered a meeting open to the puhlic. It would not be feasible to <br />openl~~ invite the public to ~hc Spotorno~s propert}~. <br />~. Discussion of [3~pass Road Ali~~nmrnt Options <br />Lone Tinl~~~~ said mam ~~ere having a hard time separating the housing density on <br />the Spotonw's propert} from the ali~~nment optiuns. Lorie tallied it o~~er ~~ith City <br />Mana~~er Nelson Fialho and Nelson a~~reed to permit the committee to discuss the <br />densite along with the h~pass road options. There was a discussion about the <br />potential to lo~~cr the densitti of housing and have the City compensate for the rest of <br />the costs of the bypass road. Sonic of the comments offered by the ~~roup included <br />the follo~~in~a: <br />Develop accordin_a w the Specific Plan ~~ith a split of the road costs «ith the <br />Cii~ <br />Negotiate compromise b~~ offering an incenti~ e to Happ}~ ~'alle~ residents. <br />Pat Constanzo from Greenbriar su~agested that he arrrm~~e to ha~~e the proposed road <br />alignment associated with his project staked before the nc~t meeting so that <br />committee members and the conui~unity could pact an idea of its impact .'III agreed. <br />G.
