BACKGROUND <br />The Land and Water Conservation Fund (LWCF) program is administered nationally by <br />the National Park Service, and provides funds to federal agencies, all 50 states, and six <br />(6) US territories. <br />Funds for the program are derived from the following federal sources: recreation fees; <br />sales of surplus real property; motorboat fuels tax; and Outer Continental Shelf mineral <br />receipts. The money allocated to individual states may be used for statewide planning, <br />acquisition, and developing outdoor recreation areas and facilities. Funds allocated to <br />California are administered by the California Department of Parks and Recreation, and <br />require a 50% non-Federal funds match. Applicants are expected to finance all project <br />costs, with grant funding disbursed on a reimbursement-only basis. <br />DISCUSSION <br />Deadline for applications is May 1, 2007, and agencies with successful projects will be <br />notified regarding actual grant awards in November 2007. Should the City receive a <br />funding allocation, staff proposes to use the grant proceeds for development of Bernal <br />Community Park -Phase I. The proposed Phase I improvements will develop <br />approximately 13 acres of the site to include three (3) baseball fields (two lighted), a tot <br />lot, parking area, roadway improvements, a temporary trail, and supporting <br />infrastructure (i.e., water and wastewater lines). <br />Total available grant funds for all Northern California projects during this cycle has not <br />yet been announced; however, grant administrators advised that it would likely be less <br />than the $480,000 that was available last year. Administrators also advised that <br />requested grant amounts should take into consideration the 2%-6% fee the state <br />assesses each grantee for administration purposes. The fee is based on the <br />percentage in effect at the time funds are disbursed. <br />As part of the application process, each public agency must provide a Resolution from <br />its governing body approving the filing of a grant application.
