INSTITUTIONAL STRUCTURE <br />The City of Pleasanton hired a Housing Specialist in 1995. This position has had the <br />responsibility for coordinating a variety of housing related efforts that were formerly distributed <br />among various City departments and contract agencies, including administration of the CDBG <br />and HOME programs as well as local housing programs. This staffing change has significantly <br />improve the City's ability to coordinate and deliver housing services during the past five years. A <br />half-time intern position was added in 2003 and is expected to provide further improvements <br />during the next five year period. <br />PUBLIC/PRIVATE COORDINATION <br />"fhe City of Pleasanton completed a comprehensive update to its General Plan in 1996, including <br />a revised Housing Element. The preparation of a revision to the Housing Element was recently <br />completed, and certification by the State was received in April 2003. The identification of <br />specific sites for future affordable housing development and the refinement of affordable housing <br />policies and programs were a key factor in the current Housing Element Update. With the <br />planned revisions, up-to-date housing policies will be in place in FY 2007 and subsequent years <br />to guide City programs for affordability, preservation, discrimination, and other housing and <br />community development issues. "I'he City was an active participant with the Association of Bay <br />Area Governments (ABAG) in the most recent establishment of updated housing affordability <br />targets for the Bay Area region. "These targets were incorporated into the updated Housing <br />Element. <br />The City of Pleasanton will coordinate CDBG, HOME, and City funding sources, such as the <br />Lower Income Housing Funds and General Funds, to provide housing programs, public service <br />assistance, capital improvement assistance, and economic development opportunities to the <br />community during the next five years. <br />The C ity of Pleasanton's Human Services Commission meets monthly to coordinate the delivery <br />of services (including housing) to lower income residents and special needs groups in the area in <br />cooperation with "Interact," a body comprised of representatives of each of the social service <br />agencies in the Tri Valley area. Approximately twice yearly, the Commission holds a special, <br />joint meeting with the City of Livermore Human Services Commission. The purpose of these <br />joint meetings is to coordinate the delivery of services in the greater "fri Valley area. <br />'fhe Human Services Commission also collaborates twice each year with the City's Housing <br />Commission to conduct a joint review as part of the annual process of allocating CDBG funds. <br />This collaborative efforts, begun in 1996, has helped to improve the coordination of assistance to <br />housing and services in the area and has helped to simplify the process of allocating funds to <br />local non-profits, thereby improving service delivery. <br />Aclion Plan - FY07 <br />City of Pleasanton <br />Page 33 <br />
