WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 90-143 <br /> <br />A RESOLUTION AUTHORIZING THE PLAC~ OF AN <br />INITIATIVE PROPOSING A GENERAL PLAN AMENDMENT <br />REGARDING THE PLEASANTON RIDGELANDS ONTHE <br />NOVEMBER 6, 1990 MUNICIPAL ELECTION, <br />DIRECTING THE CITY ATTORNEY TO PREPAREAN <br />IMPARTIAL ANALYSIS OF THE INITIATIVE, <br />AUTHORIZING ARGUMENTS AGAINST THE INITIATIVE <br />MEASURE, AND ATW~WINGREBUTTALARGUMENTS <br />REGARDING THE INITIATIVE MEASURE <br /> <br />a petition was circulated within the City of Pleasanton <br />proposing that the General Plan of the City of <br />Pleasanton be amended regarding the Pleasanton <br />Ridgelands; and <br /> <br />the above-referenced petition was submitted to the City <br />Clerk of the City of Pleasanton containing 5,582 <br />signatures; and <br /> <br />the petition was submitted to the Registrar of Voters <br />for the County of Alameda to verify the signatures and <br />such verification indicated that the petition contained <br />the appropriate number of signatures needed to qualify <br />for an initiative; and <br /> <br />the City Council of the City of Pleasanton is required <br />either to introduce the initiative ordinance without <br />alteration or to authorize the placement of the <br />initiative on the ballot for the November 6, 1990 <br />General Municipal Election; and <br /> <br />Section 5011 of the Election Code specifies that the <br />City Council may direct the City Clerk to transmit a <br />copy of the initiative to the City Attorney to prepare <br />an impartial analysis of the measure; and <br /> <br />Section 4015 of the Elections Code specifies that the <br />persons filing an initiative petition may file a <br />written argument in favor of the initiative and the <br />Council may file an argument against the petition, or, <br />if the Council does not exercise its option to submit <br />an argument against the initiative, it may be submitted <br />by an individual voter who is eligible to vote on the <br />measure, any bona fide association of citizens, or any <br />combination of the two; and <br /> <br />Section 4015.5 of the Elections Code states that the <br />City Council has the authority to determine whether or <br /> <br /> <br />
