III. PROJECT DESCRIPTION <br />As part of its Phase I expansion Trinity Lutheran Church proposes to construct an <br />approximately 6,220 square-foot sanctuary, approximately 1,920-square feet of <br />administrative office space to be located between the new sanctuary and the existing <br />church, and approximately 1,560 square feet of ancillary space (e.g., a bride's room and <br />restrooms). The smaller parking lot consisting of 18 spaces would be removed. Anew <br />44 space parking lot would be located off Del Valle Parkway to the northeast of the <br />existing church. An existing storage shed and play yard would be removed. Eleven trees <br />including one heritage tree are proposed for removal. A landscape plan showing the <br />planting of both native and ornamental planting has been submitted for review. The <br />church also wants to extend the approval for the existing modular trailers until June, <br />2006. <br />Although not being reviewed as part of this application, the applicant has submitted a <br />revised master site plan which shows the location of a future freestanding preschool <br />building to the north of the existing church, the addition of classrooms (adult education) <br />to the church building, and new parking spaces where the existing modulars are located. <br />The applicant has provided a statement of existing and proposed operations for the site. <br />The church currently conducts three Sunday worship services which start at 8:30 am, 9:45 <br />am, and 11 am. The church estimates that 90, 115, and 50 adults attend these three <br />services respectively. Sunday school takes place concurrent with the 9:30 am worship <br />service and approximately 185 children ranging from infant to high school age attend. <br />Therefore, the busiest time for church is during the 9:30 am worship service and Sunday <br />school hour when there are approximately 300 people at the site. A variety of other <br />church-related activities also occurs on the site, including Bible studies, choir practice, <br />and youth activities, to name a few. Please see the attached statement of operations from <br />the applicant dated "Received July 7, 1999" for additional information on the church's <br />existing uses, including a preschool for up to 120 children which operates on weekdays. <br />Regarding future uses, the expansion would make it possible for more members to attend <br />the various activities. On Sundays, the church plans to hold an 8:30 am and a 10 am <br />worship service. It would discontinue the existing 11 am service, but it would start up a 7 <br />pm Saturday evening service. It is estimated that there would be approximately 1~0 <br />people at the 8:30 am Sunday worship service, approximately 400 people (150 adults and <br />2~0 children) at the 10 am worship service/Sunday school hour, and 150 people (100 <br />adults and 50 children) at the Saturday evening service.
