BACKGROUND <br />Trinity Lutheran Church has applied to the City of Pleasanton for design review approval and a <br />conditional use permit in order to complete the development of its site by implementing its <br />vision for the build out of their site. The entitlements the Church requires approval for are: <br />^ Conditional Use Permit is required to: <br />v Expand the existing facility to include the previously reviewed, but not <br />adopted or approved, 1999 master plan. The 1999 Master Plan provided a <br />permanent classroom facility and youth center; <br />^ Design Review approval for: <br />a Proposed 8,110 square feet Ministry Building (Sonshine Preschool, facility <br />meeting rooms, outside community use); <br />o Proposed 3,108 square feet Youth Center addition to the existing building; <br />o Additional parking to provide 122 total on-site parking spaces; and, <br />v Proposed landscaping plan. <br />Trinity Lutheran Church obtained its conditional use permit (UP-67-2) and design review <br />approvals in 1967 for the construction of an approximately 4,760 square feet church facility that <br />included a sanctuary, classrooms, administrative offices and a total of 69 parking spaces. The <br />primary access for parking was from Golden Road which has been maintained since this initial <br />approval. <br />In 1993, Trinity Lutheran Church received design approval to install temporary modular <br />buildings to the northwest of the church building. The modular buildings were to house children <br />in Sunday school as well as those enrolled in an on-site preschool program (Sonshine <br />Preschool). <br />In 1999, Trinity Lutheran Church received a condition use permit (UP-99-40) and design review <br />(Z-99-21 } to expand the church facility and parking area that is accessed from Del Valle <br />Parkway.
