The proposed location of the amdition,d use and the conditions under which it would he <br />operated or maintained will not be detrimental to the public health, salcty, ur ~eelfare. or <br />materially injurious to the properties or improvements in the vicinity. <br />Churches arc a common conditional use in residential areas in Pleasanton. ~(~he proposed <br />expansion plan has grouped additions to the existing church facility and utilize existing accrsses <br />to and from the streets. ~I~hc proposed berm, selection of planting species would provide <br />immediate screen of the parking lot on CioVden Road side when view from off site. The pattern <br />and timing of use t~n~ the church is such that peak use periods occur on weekends, thereby <br />minimizing an} adverse ef[ects on local traffic. h1 addition, the eluu~ch has no plans to expand <br />the existing preschool program; thus, there would not be increased impacts in terms of noise, <br />traffic, etc. to the nearby residents. The proposed expansion will not detrimentally impact <br />surrounding uses and wi11 have adequate perking to meet project demand. "l~herefore, as <br />conditioned. this finding can be made. <br />3. ~Thc proposal conditional use will comply with each of the applicable provisions of the <br />Toning Orctinunce. <br />Chapter l K.12-} of the Municipal Code (Conditional (Ise) statas that because of their unusual <br />characteristics. conditional uses require special consideration so that they m~iy be localcd <br />properh° ~~-ith respect to their effects on surrounding properties. "I~he proposed expansion plan. <br />with reasonable conditions of approval, can integrate the proposed expanded cluu~ch use without <br />detrimentally affecting the surrounding properties or the City in general.
