The life and safety of children is at great risk <br />especially when school is in session as well as during swim season. Both children <br />living on Golden Road as well as those coming or going from the swim club are at <br />risk. To mitigate the issue the church should use the feeder/collector street of Del <br />Valle for its access and egress. <br />C. That the proposed conditional use will comply with each of the applicable <br />provisions of the zoning ordinances. <br />Chapter 18.124 of the Municipal Code (Conditional Use) states that, because of <br />their unusual characteristics, conditional uses require special consideration so that <br />they may be located properly with respect to their effects on surrounding <br />properties. The proposed expansion plan without changes will detrimentally <br />affect the surrounding properties and therefore the City in general. This finding <br />can not be made. <br />Special consideration needs to be given to this neighborhood again for reasons <br />that are individual to it rather than other neighborhoods. The neighborhood is <br />already burdened with traffic due to the swim club. The neighborhood has traffic <br />and pedestrian concerns due to the fact that a113 levels of public schools are <br />contained in it. Both of the previous issues bring up life/safety concerns. There <br />are aesthetic concerns regarding the appearance of an expansive parking lot with <br />it's associated lights, automobiles and general unattractiveness. Trinity Lutheran <br />Church has the workable option to utilize the feeder/collector street of Del Valle <br />for its access and egress. <br />
