That the proposed location of the conditional use is in accordance with the <br />objectives of the zoning ordinance and the purpose of the district in which <br />the site is located. <br />Objectives of the zoning ordinance include: fostering a harmonious, convenient, <br />workable relationship among land uses; protecting existing land use from <br />inharmonious influences and harmful intrusions; and insuring that public and <br />private lands ultimately are used for the purposes which are most appropriate and <br />beneficial to the City as a whole. This finding can not be made. <br />The proposed development has been designed with a 1999 conceptual master plan <br />that has never been reviewed or approved by the planning commission. This plan <br />was never made public to the neighborhood unti12006. The plan has not been <br />designed to minimize impact to the nearby properties. The church operation has <br />not been compatible with the surrounding neighborhood and certainly a 100 car <br />parking lot would not compliment the neighborhood. The loss of the current <br />amount of green space would also negatively impact the area. <br />B. That the proposed location of the conditional use and the conditions under <br />which it would be operated or maintained will not be detrimental to the <br />public health, safety, or welfare, or materially injurious to the properties or <br />improvements in the vicinity. <br />Churches are a common use in residential areas in Pleasanton. The City's recent <br />experience shows that when neighborhood issues are addressed, churches don't <br />necessarily make "good neighbors". The pattern and timing for the Church and <br />it's associated and adjacent buildings is such that peak use periods occur on <br />weekends, weekdays, mornings, mid days and evenings, thereby maximizing <br />adverse effects on local traffic. The proposed expansion will detrimentally impact <br />surrounding uses. This finding can not be made. <br />The proposed plan eliminates a great deal of directed traffic from a <br />feeder/collector street on to a residential one. A maintained footpath and huge <br />parking lot only encourages street parking. The increased traffic that is already <br />negatively impacting the neighborhood is due to a 100% increase in church <br />members in the past 6 years and more than a 200% increase in additional church <br />related and other activities. The traffic focused on Golden Road, a residential <br />street, poses alife/safety issue to residents on and around it. This neighborhood is <br />unique in Pleasanton given that it is the only one that contains all 3 levels of <br />public schools. Golden Road is already unusually burdened during swim season <br />due to the Pleasanton Valley Swim Club. It is open from April through October. <br />
