FINANCIAL STATEMENT <br />The proposed development would have no financial impact on the City. <br />BACKGROUND <br />Trinity Lutheran Church has applied to the City of Pleasanton for design review approval <br />and a conditional use permit in order to complete the development of its site. The <br />entitlements the Church requires approval for are: <br />^ Conditional Use Permit required to: <br />o Replace the temporary modular buildings with a permanent structure <br />reflecting the 1999 master plan. The 1999 Master Plan provided for a <br />permanent classroom facility and youth center; <br />^ Design Review approval for: <br />o Proposed 8,110-square-foot Ministry Building (Sonshine Preschool, <br />facility meeting rooms, outside community use); <br />o Proposed 3,108-square-foot Youth Center addition to the existing <br />building; <br />o Additional parking to provide 122 total on-site parking spaces; and, <br />o Proposed landscaping plan. <br />Please refer to the attached Planning Commission staff report dated January 24, 2007, <br />for information on the prior City approvals granted to the church for this site, community <br />outreach, and project description. <br />THE APPEAL <br />The project was appealed because of compatibility of the church operations with the <br />neighborhood, traffic and circulation, and parking and safety. <br />Land Use <br />The appellant and some residents on Golden Road and Harvest Circle are concerned <br />about the compatibility of the church operations with the surrounding residential <br />neighborhood related to an increase in the parking area at the Golden Road location. <br />Staff Comment <br />While it is likely that the expansion of the Golden Road parking area will bring 10 to <br />20 additional vehicles that were located on the Del Valle Parkway area, staff notes that <br />the Church has been successfully operating at the subject site since 1969 without <br />incident or complaint from the neighborhood concerning the facility. The proposed <br />location for the education building, the multiple-purpose room addition, and the parking <br />lot layouts are very similar to the master site plan that was included in the 1999 <br />expansion. The proposed project is to replace the modular buildings with a permanent <br />building to house the same number of preschool students. It is to provide a permanent <br />meeting location for the Church's youth program. The proposed project does not <br />increase the seating capacity in the sanctuary nor would it increase the number of <br />student enrollment in the existing preschool program. <br />Page 3 of 11 <br />
