PUBLIC NOTICE <br />Notices for this appeal are mailed to property owners and tenants within 1,000 feet of <br />the subject property. Prior to the Planning Commission meeting, staff received a <br />number of comments from the public indicating their opposition or support of the project. <br />Please see the attached letters and a-mails for complete details of the neighbors' <br />comments. Staff also held several neighborhood meetings to receive public input on <br />the project (please see the attached Planning Commission staff report for details). <br />ENVIRONMENTAL ASSESSMENT <br />This project will not have a significant effect on the environment and is exempt from <br />environmental review pursuant to California Environmental Quality Act Guidelines, <br />Section 15302, Replacement or Reconstruction, Class 2, Subsection (a). This <br />exemption is applicable because the project does not expand the use, replaces the <br />temporary modular structures with a permanent structure, and is for the same purpose <br />and capacity as the structure that is being replaced. <br />CONCLUSION <br />The proposed project addresses Trinity Lutheran Church's goal of providing a <br />permanent structure for its preschool program and their youth activities. The <br />neighborhood supports the growth of that ministry and has expressed a willingness to <br />find a solution that will meet their needs as well. Both the Church and the neighborhood <br />desire the same outcome in that maintaining the Sonshine Preschool through the <br />construction process is a priority, providing adequate parking for the parishioners and <br />mitigating the neighborhood issues are all shared by both parties. Staff notes that any <br />of the plans will work. Option 4 is the neighbors' "ultimate" plan. Staff, however, believes <br />that Option 3 would provide solutions that mitigate the described issues in that: (1) the <br />location of the proposed education building could remain in essentially the same <br />location as the 1999 master plan, forming acampus-like environment the church has <br />been seeking with the sanctuary building being the focal point; (2) the number of <br />parking spaces would remain at 95 as it exists today; (3) the existing Golden Road <br />parking area will not increase in size; and (4) the Del Valle Parkway parking and access <br />remains the same maintaining the existing traffic patterns. <br />Staff also believes that the architecture and site design of the education building and the <br />multipurpose room addition is aesthetically pleasing and that the proposed landscaping <br />would provide a well landscaped buffer of the parking area.
