MAY 2, 1990 <br /> <br />REPORT OF THE DOWNTOWN PLEASANTON BUSINESS iHPROVEMENT DISTRICT <br />FISCAL YEAR 1990 - 1991 <br /> <br />THE DISTRICT: <br /> The Downtown Pleasanton Business Improvement District is a <br /> <br />non-profit service organization of Downtown businesses dedicated to <br /> <br />the ongoing revitalization of Pleasanton's historic business district. <br /> <br /> This organization, which represents all Downtown businesses <br />(retailers, professionals, and services alike), was created by the <br /> <br />City Council in January, 1984, and modified in August, I985. It follows <br />the California State Legislature enacted "Parking and Business Improve- <br />ment Area Law," known as AB 1693, updated to the current SB 1424 <br />in 1989. <br /> <br /> The DPBID functions as an assessment district with its oper- <br />ating capital being generated through member participation, as well <br />as volunteer donations. It is governed by a nine-member Board of <br />Directors. <br /> <br /> The present rate of levy is based on the following formula: <br /> <br /> 1. All businesses shall pay 2 times their annual City <br /> business license, subject to a minimum charge of $75 <br /> and a maximum charge of $200. ( See the attached Exhibit B ) <br /> <br /> 2. Any business exempt from the City's business license <br /> tax shall pay an annual charge of $200 to the district. <br /> <br /> 3. Only non-profit tax-exempt businesses shall be exempt <br /> from the Downtown District Assessment. <br /> <br /> The DPBID (best known as the Pleasanton Downtown Association) <br /> goal is to improve the quality of life in the traditional heart of <br /> the community. The Association's long-term goal is to strengthen the <br /> commercial economy of Pleasanton's Downtown District. <br /> <br />- 1 - <br /> <br /> <br />
