Ranch, the Downtown, and the BART stations. One alternative (the TOD or <br />Transit Oriented Development alternative) shows higher density development <br />focused at two locations only: close to the existing BART station in Hacienda <br />Business Park and at the new BART station on Stoneridge Mall Road. <br />Understanding that these land use plans may have a range of impacts on the <br />Pleasanton Unified School District, the City Council directed staff to seek PUSD's <br />feedback on the ability of the District to accommodate these alternatives. <br />• Review of Schools Issues with the PUSD Board. Following discussions at the <br />Liaison Committee, at two meetings in October 2006, the PUSD Board considered <br />the section of the Draft Public Facilities and Community Programs Element that <br />concerned public schools and also discussed the ramifications of the land use <br />alternatives. At the conclusion of the October 24~h, 2006, meeting, the Board <br />moved to recommend the "Consensus Plan" and the "Dispersed Growth Option" <br />as best meeting the District's needs, and noted that it is important that affordable <br />housing be evenly distributed throughout the community. The Board also <br />recommended some wording changes to the background information and policies <br />related to public schools. <br />• Modeling Traffic Impacts of the Land Use Alternatives on the "working <br />draft" Circulation Network. Preliminary modeling results for the preferred land <br />use plan and the "working draft" circulation network were presented to the City <br />Council in January 2007. The City Council directed staff to analyze the traffic <br />impacts of all three land use plans on a traffic network without and with the <br />Stoneridge Drive Extension. The results of this analysis will be presented to the <br />City Council on March 27, 2007. <br />Tasks Remaining to Complete the General Plan: The work needed to complete the <br />General Plan Update and a schedule for doing so are discussed below. <br />• Preparation of remaining Draft General Plan Elements and Selection of a <br />Land Use and Circulation Plan. The remaining elements of the General Plan <br />(Subregional Planning, Air Quality, Noise, Land Use and Circulation Elements) will <br />be drafted by staff and reviewed by the Planning Commission and the City <br />Council during March through May 2007. Following discussion of the traffic <br />modeling described above, the City Council will reach agreement on a preferred <br />land use and circulation network. <br />• Preparation of DEIR. The Draft EIR will be prepared by EIP, consultants, under <br />City staff direction and is expected to be available for public review in September <br />2007. <br />• Public Review of Hearing Draft General Plan and Draft EIR. During the 45-day <br />public review period, the Planning Commission will invite public comment on the <br />Public Hearing Draft General Plan and DEIR through a Community Meeting or <br />Page 2 of 3 <br />
