The report also describes the collaboration between the Pleasanton <br />Unified School District and the City on the General Plan update and notes the continuing <br />opportunities for PUSD input. <br />BACKGROUND <br />On April 15, 2003, the City Council directed staff to begin preparation of a <br />comprehensive update of the City's General Plan which had been last updated and <br />adopted in 1996. It was the City Council's intent to work closely with the Pleasanton <br />Unified School District (PUSD) during the General Plan update both in terms of sharing <br />information and seeking input on future development options. Therefore, in addition to <br />regular communications between City and PUSD staff, General Plan issues have also <br />been discussed at the City of Pleasanton/PUSD Liaison Committee Meetings, and at <br />Joint Meetings between the City Council and the PUSD Board. <br />DISCUSSION <br />Progress on the General Plan Update: Since the last Joint Meeting of the City Council <br />and the PUSD Board, the following tasks have been accomplished: <br />• Drafting of General Plan Elements. Five Elements of the General Plan have <br />been drafted and reviewed by the City Council: Public Safety; Public Facilities and <br />Community Programs; Economic and Fiscal; Conservation and Open Space; and <br />Community Character. The Draft Public Facilities and Community Programs <br />Element includes background information and policies related to public schools. <br />In July 2006, the City Council directed staff to ensure that the PUSD Board has an <br />opportunity to provide feedback on this section of the draft element. <br />• Selection of a Preferred Land Use Plan and Alternatives. After considering <br />future development options for a number of vacant and underutilized properties in <br />the Planning Area, in April 2006, the City Council reached preliminary agreement <br />on a preferred land use plan and two alternatives. Two of the land use alternatives <br />reflect a dispersed residential pattern with higher and lower density housing on <br />several sites in the City including new development in East Pleasanton, Staples <br />
