Community Monitor Committee <br />reviewing monitoring reports and compliance with regulatory agencies; the Community <br />Monitor has not found any significant violations at the ALRRF. <br />In a July 14, 2006 letter to the CMC, the Community Monitor reported after the sixteen <br />months of investigation; "During that time, TechLaw has not identified any substantial <br />non-compliance with environmental laws or regulations." A small number of minor <br />issues found by the Local F,nforcement Agency staff have been dealt with in a timely <br />manner by ALRRF personnel during that time period. The Community Monitor also <br />reported that the Local Enforcement Agency {Alameda County) has done an excellent job <br />making sure that the ALRRF is in compliance with current governing laws, regulations, <br />and the terms of the ALRRF's Conditional Use Permit. <br />It is my opinion that the Community Monitor is conducting work that is redundant with <br />the work that is being performed by the various regulatory agencies that have jurisdiction <br />over the ALRRF, including the Local Enforcement Agency (Alameda County), the Bay <br />Area Air Quality Management District (BAAQMD), and the Regional Water Quality <br />Control Board (RWQCB).
