Community Monitor Committee reviewing monitoring reports and compliance with regulatory agencies; the Community Monitor has not found any significant violations at the ALRRF. In a July 14, 2006 letter to the CMC, the Community Monitor reported after the sixteen months of investigation; "During that time, TechLaw has not identified any substantial non-compliance with environmental laws or regulations." A small number of minor issues found by the Local F,nforcement Agency staff have been dealt with in a timely manner by ALRRF personnel during that time period. The Community Monitor also reported that the Local Enforcement Agency {Alameda County) has done an excellent job making sure that the ALRRF is in compliance with current governing laws, regulations, and the terms of the ALRRF's Conditional Use Permit. It is my opinion that the Community Monitor is conducting work that is redundant with the work that is being performed by the various regulatory agencies that have jurisdiction over the ALRRF, including the Local Enforcement Agency (Alameda County), the Bay Area Air Quality Management District (BAAQMD), and the Regional Water Quality Control Board (RWQCB). Further, it is my opinion that the resources being expended on the Community Monitor are not providing any significant benefit to the City of Pleasanton or to the environment in and around the ALRRF. In view of the above, and in view of my current family and professional career commitments, I am resigning as the City's appointed representative on the CMC, effective immediately. In the event that you replace my position nn the CMC, I would be more than happy to transfer over all of the documentation that I have collected during the past three years as well as give the new Committee member an introduction to the CMC's role and to the history of what has gone on thus far.
