Box 520 <br />Pleasanton, California 94566 <br />Rc: Resignation from Community Monitor Committee <br />Dear Nelson, <br />The Settlement Agreement Between and Among the County ofAlamedu, the City of <br />Livermvre, the City of Pleasanton, the Sierra Club, Northern California Recycling <br />Association, Altamont Landowners Against Rural Mismanagement, and Waste <br />Management of Alameda County, Inc. (Settlement Agreement), as decreed by the Superior <br />Court of Alameda in 1999, called for Waste Management of Alameda County, Inc. to <br />fund a "Community Monitor." <br />The Community Monitor, which is a technical expert hired to monitor the Altamont <br />Landfill and Resource Recovery Facility (ALRRF}, was to be hired by a Community <br />Monitor Committee consisting of membership from the agencies listed below. 'fhe <br />Community Monitor Committee (CMC) was given the responsibility, via the Settlement <br />Agreement, to hire the Community Monitor. <br />Community Monitor Committee: <br />Voting Members are appointed by the: <br />City of Pleasanton <br />City of Livermore <br />Northern California Iecycling Board <br />Sierra Club <br />Non-Voting Members <br />Waste Management of Alameda County. Inc. <br />Alameda County <br />Altamont Landowners Against Rural Mismanagement <br />I was appointed by the City of Pleasanton to server as the City of Pleasanton <br />representative on the CMC and have faithfully since our first meeting was held on August <br />28, 2003. <br />During the time since our first meeting, the members of the CMC carried out the <br />mandates of the Settlement Agreement. The Community Monitor (TechLaw, Inc.) was <br />hired by the CMC in March 2005. After conducting audits, surveying the landfill, <br />Page l of 2 <br />
