TRANSPORTATION AND TRAFFIC Environmental Setting The proposed project is in an urban area that is built out. Local traffic in Pleasanton including the project area is affected by changes to regional traffic and circulation patterns such as freeway congestion, employment patterns in Silicon Valley, and alternative regional commute modes. Congestion continues to increase on the 1-580 and 1-680 freeway corridors through Pleasanton and also affects local traffic. The City, through the annual update of the Growth Management Plan, analyzes future growth and future traffic volumes on Pleasanton's streets to plan and account for development in the City and needed traffic improvements (City of Pleasanton 2004). Standards of Significance For purposes of this environmental document, an impact is considered signil7cant if the proposed project would: • Result in reducing the Level of Service from U to E or worse.
