Construction activities have the potential to increase erosion and <br />result in sediment laden surface water runoff being discharged to storm drains near the <br />project area. Grading activities at the fluoridation building site, excavation at the two <br />project vaults and earth disturbing activities along the pipeline could cause soil erosion <br />and sediment laden runoff to the storm drain system. As discussed in the Project <br />Description and Section 6, Geology and Soils, a Storm Water Pollution Prevention Plan <br />(SWPPP) will be developed and implemented as part of this project per the City of <br />Pleasanton's Starulard Specifications and Details (2002). The SWPPP will identify <br />BMPs necessary to prevent adverse impacts to water quality from sediments or excavated <br />material from entering the storm drain system during construction to prevent violations of <br />water quality standards and waste discharge requirements and follow BMPs in the <br />California Kegional Water Quality Control Board's "Erosion and Sediment Control Field <br />Mmlual " (latest edition) and the Association of Bay Area Government's "Manual o~ <br />Standards for Erosion & Sediment Contr•oi Measures" (latest edition). <br />Operation of the pipeline and vaults will not result in discharge to surface waters, <br />introduce pollutants into storm water runoff, or alter groundwater or surface water <br />quality. The pipeline and other project facilities will be designed to seismic and other <br />standards to avoid potential for pipeline rupture or facility failure from seismic activity as <br />described in the Project Description. The fluoridation building will be designed to state <br />and federal standards including secondary containment to prevent in the case of an <br />accident, leak or failure of the chemical tank any chemical from moving off the site and <br />entering the storm drain system. Potential impacts to water quality are, therefore, less <br />than significant. <br />b) Less than Significant. The project will not use groundwater. The project facilities will <br />increase impervious surfaces in the area by less than 0.06 acres (approximately ?,450 <br />square feet). 'fhe entire project area is urbanized and the amount of impervious surfaces <br />associated with the project is small.
