Commissioner Narum questioned whether the City was responsible for costs involved in completing the <br />route from the BART station to the Santa Rita connection. Mr. Wolfe advised that with Option 1 (staff's <br />recommendation), the primary costs would be signage. The Agency responsible for those costs needs to <br />be clarified with EBRPD prior to presenting this matter to the City Council. He also discussed with the <br />Commission costs associated with proposed gates at Owens and Stoneridge drives if Option 2A is <br />selected, and access issues with Zone 7. Commissioner Kummer asked about the ability to interface with <br />EBRPD and BART on signs, and the potential costs. <br />Chairperson Pentin indicated that as a trail user, he would not like to travel from hard concrete to a gravel <br />surface. As a cyclist, he would also not use ramps, as he found the crossings to be dangerous. Ile was in <br />favor of approving Option 1, and working with the other entities on signage issues. He would also like to <br />see Option 3 retained for possible completion at a later date. <br />Chairperson Pentin opened the meeting for Public Comments, but there were none. <br />Commissioner Kummer indicated that the Trails Committee did not want to see people using sidewalks <br />for trails, and that the reason for selecting Option 2A was to get trail users off the sidewalks, where <br />possible. <br />Commissioner Narum asked about the costs involved in modifying gates to access a quarter -mile of trail, <br />and was advised by Mr. Wolfe that it would not be excessive. <br />A motion was made by Commissioner Kummer, seconded by Commissioner Kinzer, recommending that <br />the City Council approve the Trails Ad Hoc Committee's recommendation of Option 2A (to be known as <br />a "temporary connector" or "interim access" to the Iron Horse Trail); include necessary signage that <br />indicates road bikes would not be recommended to use the Tassajara Creek option, and with the <br />understanding that the Parks and Recreation Commission and Trails Ad Hoc Committee would like to <br />eventually achieve the goal of completing the Iron Horse Trail through the existing railroad corridor right - <br />of -way. <br />During discussion, Commissioner Kinzer asked for information about the cost differences between <br />Options 1 and 2A, and advised that he was in support of Option 2A. <br />ROLL CALL VOTE: <br />AYES: Commissioners Kinzer, Kummer, Narum, and Chairperson Pentin. <br />NOES: None <br />ABSENT: Commissioners Dibiase and Ellgas <br />ABSTAIN: None <br />C.
