BACKGROUND <br />The City of Pleasanton routinely submits grant applications for funding to the California <br />Transportation Commission (CTC) and the Federal Highway Administration (FHWA). <br />The first step in the federal grant process is to have City Council adopt a resolution to <br />authorize the grant funding application. When grants are awarded for projects, the City <br />of Pleasanton and Caltrans are required to enter into a Master Agreement entitled <br />"Administering Agency-State Master Agreement." This must be done before any federal <br />funds are made available. <br />The previous Master Agreement was presented to City Council for authorization on July <br />1, 1997, and received approval. <br />The Master Agreement (Attachment 1) has been modified by the California Department <br />of Transportation to reflect the new provisions of the Intermodal Surface Transportation <br />Efficiency Act (ISTEA) as well as continuing applicability for the Transportation Equity <br />Act for the 2151 Century (TEA21). The City of Pleasanton and Caltrans are now <br />required to enter into this newly updated Master Agreement. <br />In addition to Master Agreements, subsequent supplemental agreements are then <br />issued from the State for individual projects for preliminary engineering, right-of-way <br />acquisition and construction. These are called "Program Supplement Agreements to <br />Administering Agency-State Agreement for Federal Aid Projects." These supplemental <br />agreements create the need to go back to City Council several times over the life of a <br />project, for projects previously approved by City Council. <br />On November 7, 2000, the City Council adopted a resolution authorizing the Director of <br />Public Works to accept and sign on behalf of the City, Program Supplement <br />Agreements for Federal-Aid Projects, eliminating the need to bring already approved <br />projects back to the City Council for authorization of the standard supplemental <br />agreements, thus lessening administrative costs and expediting the funding process. <br />Unlike the previously adopted resolution (November 7, 2000), the proposed resolution <br />would also extend the authorization for the Director of Public Works to execute not only <br />the Program Supplemental Agreements, but also the Fund Exchange Agreements and <br />any amendments thereto, with Caltrans. <br />Submitted by: <br />l~ ~i ~:-~ <br />Rob Wilson <br />Director of Public Works <br />Attachments: <br />1.
