42. The applicant shall provide root control barriers and four inch (4") perforated <br />pipes for street trees and trees in planting areas less than ten feet (10' 0") in <br />width. <br />43. Prior to the issuance of a building permit, a final landscape plan and irrigation <br />plan shall be submitted to and approved by Planning Director. Said landscape <br />plan shall be detailed in terms of species, location, size, quantities, and spacing. <br />The irrigation design shall utilize low volume drip, bubbler, or other water <br />conserving irrigation systems to the maximum extent possible. <br />44. Landscaping installation time requirements: <br />b. Prior to building permit final, all front and side yard landscaping shall be <br />installed; and <br />c. Within 90 days of occupancy, all rear yard landscaping shall be installed. <br />45. A list of the green building measures used in the design of the home covered by <br />this approval shall be provided to the Planning Department for the review and <br />approval by the Planning Director. The home covered by this approval shall be <br />designed to achieve at least the minimum points to be a "green home" as set <br />forth in the current ACWMA's Green Points rating system at the time of building <br />permit submittal. <br />46. The proposed green building checklist shall be shown on one of the first two <br />pages of the plans submitted for the issuance of a building permit. <br />47. Each of the proposed foundation, structural framing, exterior finish, plumbing, <br />insulation, heating ventilation, and air conditioning, energy, finishes, and flooring <br />green building measures shall be inspected by the Building and Safety Division <br />prior to the issuance of a final building permit. The Building and Safety Division <br />may require special inspections for the above mentioned items, and for any other <br />green building measures the applicant proposes. The applicant shall provide <br />verification to the Planning Department clearly stating that the Building and <br />Safety Division has inspected and approved all above mentioned items and items <br />added to the green building inspection list prior to the issuance of a final building <br />permit. If changes are made to the green points checklist prior to the issuance of <br />a building permit, the above mentioned inspections can be changed by the <br />Building and Safety Division to reflect the new measures proposed; however, the <br />total number of required permits must be met. Where each checklist item is <br />addressed in the plan set shall be noted on the checklist. All proposed green <br />building measures shall be shown and/or noted throughout the plan set. <br />48. The applicant shall implement the following measures with the construction of the <br />structures covered by this approval so that the owners can install roof mounted <br />photovoltaic systems in the future: <br />13 <br />
