Honorable Mayor and Members of the Council: <br /> <br />BACKGROUND <br /> <br />The Stoneridge Drive Specific Plan was adopted by the Council in <br />October, 1989. The Specific Plan specifies that the four major <br />property owners --Alameda County, Chu, Molinaro and Dawes-- will <br />finance major public improvements in the Plan area, including an <br />extention of Stoneridge Drive, improvements to E1 Charro Road, <br />funding of a portion of the E1 Charro Road/I-580 interchange, 26 <br />acres of parkland, and flood control improvements. <br /> <br />Specific Plan policy 7b. states that the costs of public <br />improvements be divided among the four major property owners based <br />on the percentage of developable acres each receives. <br /> <br />During the hearings on the adoption of the Specific Plan, your <br />Council directed staff to meet with the four property owners to <br />come up with an equitable means of dividing the cost. <br /> <br />DISCUSSION <br /> <br />Following an engineering study to update improvement costs as <br />specified in the adopted Specific Plan, staff met with <br />representatives of the four major property owners. As a result of <br />that meeting, the attached Stoneridge Cost Distribution tables <br />were developed. The tables assume that each property owner will <br />be responsible for on-site improvement costs (Stoneridge Drive as <br />a four-lane arterial in a six-lane right-of-way, and park <br />improvements, including a linear park between Stoneridge Drive and <br />the Arroyo Mocho). The cost of additional shared improvements are <br />then divided using a formula that accounts for each property <br />owner's percentage of developable land, amount of on-site <br />improvements, and the amount of land dedicated for public <br />improvements. Additional shared improvements include the <br />Stoneridge Drive bridge over the Arroyo Mocho, one-quarter of the <br />E1 Charro/I-580 interchange, one-half of the E1 Charro Road <br />improvements, and moving the confluence of the Arroyo Las Positas <br />and Arroyo Mocho east of E1 Charro Road. It is assumed that <br />normal drainage fees will pay for widening of the Arroyo Mocho, <br />that Dublin (1/2) and Livermore (1/4) will contribute funds for <br />the 1-580 interchange, and that property owners to the east and/or <br />south of E1 Charro Road will contribute funds for E1 Charro Road <br />improvements as they develop. <br /> <br />Staff and property owners agreed that shared improvement costs <br />would be paid to the City at the building permit stage for <br />residential development and at the final map stage for commercial <br />and industrial development. (Because the residential portion of <br />the Staples Ranch property will not require construction of <br />additional shared improvements, the County is allowed to defer <br />payment of its shared improvement costs until the second phase of <br /> <br />SR:90:136 <br /> <br />-2- <br /> <br /> <br />
