City Manager <br /> <br />SUBJECT: <br /> <br />Capital Improvement <br />1990/91 thru 1994/95 <br /> <br />Program Fiscal year <br /> <br />STAFF RECOMMENDATION: <br /> <br />me <br /> <br />Adopt the first year (1990/91) of the <br />proposed five year Capital Improvement <br />Program and appropriate the funds as <br />indicated in the program. <br /> <br />Tentatively approve the other four years <br />(1991/92 thru 1994/95) of the five year <br />Capital Improvement Program. <br /> <br />Honorable Mayor and Members of the Council: <br /> <br />DISCUSSION <br /> <br />Five year Capital Improvement Program has been prepared to <br />provide the City Council with information necessary to determine <br />Capital Improvement needs over the next five years. The program <br />contains recommendations for funded projects and also contains a <br />detailed description and listing of unfunded projects. <br /> <br />The proposed program is a product of staff discussions and <br />meetings and represents Staffs best projection of estimated <br />revenues and projects over the next five years. The status of <br />the economy and local development during the next five years will <br />certainly play a major role in the City's ability to finance the <br />projects included in the program. Included in the program are <br />assumptions related to commercial and residential development <br />during the program period. Changes in the health of housing and <br />construction industries in/or City Councils action related to <br />growth management could substantially alter available revenues <br />and result in a need to change recommended program expenditures. <br /> <br />SR:90:139 1 <br /> <br /> <br />
