<br />EXHIBIT I <br /> <br />PDR-529 and PUD-81-25-7M, Regcncy Centers (Don MacKcnzie and Pcte Knoedler) <br />Work session to review and rcceive comment on an application for a PUD major modification <br />and design review approval to allow the construction of a Home Depot storc and garden center, <br />thrcc multi-tenant retail buildings, one drive-through restaurant/retail building, and a Long's <br />Drugs with one drive-through lane, totaling approximatcly 193,481 square fcct in floor arca, on <br />a vacant 14.7-acre sitc located on the southeast corncr of Stanlcy Boulcvard and Bcrnal Avcnue <br />in thc Stanley Business Park. Zoning for the propcrty is PUD-C (Planned Unit Developmcnt- <br />Commercial) District. <br /> <br />Mr. Pavan presented the project, which included revisions based on the input and direction provided <br />by the Commission at the project's January 2006 work session. He demonstrated the revisions <br />through a PowerPoint presentation, comparing the new design with the old and showing the <br />redesigned building architecture, the Long's Drugs that replaced the gas station and includes a <br />pharmacy drive-through that is screened ti'om Stanley Boulevard, the addition of a covered arcade <br />along the frontage, enhanced entryways, and roof areas. He noted that the loop road along the back <br />of the property has been eliminated. He then pointed out the other proposed stores and building pads <br />and how they complemented the Home Depot building design. He called the Commissioners' <br />attention to the detailing of the corner element to get their direction on whether eaves should be <br />installed to mateh the rest of the building. Hc indicated that the design had been t()rwarded to <br />Mr. Larry Cannon, the City's architectural peer review consultant, who found the design to be <br />generally very good, with the exception that additional detailing needed to be worked out. <br /> <br />Mr. Pavan stated that traffie is an issue, and the applicant proposes to address the project's traffic <br />generation and traffic situation at the intersection by adding lanes along Bernal Avenue and Stanley <br />Boulevard. lIe advised that the traffic report is currently being prepared and would be presented at <br />the public hearing for the project. He added that noise impacts would likewise be addressed at that <br />hearing. <br /> <br />Commissioner Fox noted that the Commission had directed moving the Home Depot building <br />100 feet farther nOlih away fi-om Nevada Court, thereby creating a green belt between the Center and <br />Congregation Beth Emek. She inquired if the building was moved and the greenbelt created in <br />response to this directive. Mr. Pavan replied that the building has not been moved and advised that <br />the revised site plan was reviewed by representatives ti'om the synagogue, who indieated that the <br />proposed plan was acceptable to them. He pointed out that the area where the truek turnaround is <br />located has been completely landscaped to screen the corner of the project from view from the <br />synagogue. <br /> <br />Commissioner Fox stated that at the last workshop, the Commission discussed that most big box <br />stores are located close to the ti'eeway as opposed to this proposed projeet, which would be located <br />approximately three miles from the I-580/Santa Rita Road ramp. She inquired if staff or the applicant <br />has identified another Home Depot store that is as far hom the fi'eeway as this one. Mr. Pavan <br />deferred the question to the Home Depot architect who was in attendance. <br /> <br />Commissioner Blank indicated that he was not present for the first workshop and inquired ifthere <br />were reasons why deliveries on Saturday morning were a concern but Friday evenings were not, <br />considering that the synagogue conducted services both on Friday evening and Saturday mornings. <br /> <br />EXCERPT: PLANNING COMMISSION MEETING MINUTES, May 24,2006 <br /> <br />Page I of II <br />
